- This notice is provided for informational purposes only. This opportunity is available only to contractors holding an Environmental Service Federal Supply Schedule BPA. The General Services Administration, Great Lakes Region, is utilizing funding under the American Recovery Act of 2009, to request proposals for NEPA Environmental Study. The purpose is to improve energy efficiency and minimize the environmental impact of the Federal Center Plaza in Chicago, Illinois. The awardee shall provide services in accordance with the requirements, schedules guidance, and information contained or referenced herein. The contractor shall prepare a documented Checklist Categorical Exclusive (CE) that addresses possible impacts resulting from repair and replacement (restoration) of the existing Federal Center Plaza. The Checklist shall provide an objective analysis of identified pertinent issues associated with the implementation of the proposed action based on the project criteria and supporting documentation provided to the contractor by GSA. The evaluation shall address both beneficial and adverse (positive and negative) as well as cumulative effects. The final documental shall provide data sufficient to support subsequent decisions on the Proposed Action to be made by GSA authorities with respect to social, economic and environmental considerations, and satisfy the GSA's obligations under the National Environmental Policy Act of 1969 (NEPA and the America Reinvestment and Recovery Act of 2009 (ARRA), Section 1609(b). This will be a negotiated, fixed price and best value procurement.
