- USACE, Engineer Research and Development Center (ERDC) intend to issue a sole source award to Science Applications International Corporation, 7080 Columbia Gateway Drive, Columbia, Maryland, 21046 for the purchase and delivery of SAIC built and modified, quantity of (forty-four) 44 each, IKE 504 kitsets. These units are hand-held Geographic Information System (GIS)-related devices that integrate a Selective Availability Anti-Spoofing Module (SAASM) Global Positioning Satellite (GPS) receiver, digital camera, inclinometer, compass, and a laser designator capable of lasing a target up to 1,000 meters and getting the associated geolocation information all through the use of one hand-held unit. The North American Industry Classification System (NAICS) code for this requirement is 334290, Other Communications Equipment Manufacturing, and the Small Business Size Standard is 750 employees. The Government intends to procure from only one source under the FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The ERDC requires a mobile data entry tool which can run the GATER software (which we run on portable computers, and which the Army Corps of Engineers runs on servers at the USACE Reachback Operations Center). The IKE device is the only fully compatible handheld device which can run the GATER software, since it is the only handheld device with all the components GATER mobile is designed to runGPS, camera, voice recorder, laser rangefinder, as well as Windows-Mobile-compatible PDA interface. Delivery of these instruments is required within 90 - 140 days after contract award. A firm-fixed price award will be made utilizing the Simplified Acquisition Procedures. This is not a request for competitive proposals. No solicitation is available at this time. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 04:00 PM CDT, Friday, September 18, 2009.
