- 1449 RFQ DOCUMENT This is to establish a 5 year Blanket Purchase Agreement (BPA) under FAR Part 13 for a contractor to provide various newspapers and magazines for the Executive Office of the President. The daily average of "various publications" delivered is approximately 750 pieces. This average excludes weekends, but some weekend deliveries may be required. The newspaper and magazine BPA will be used by all EOP components to place their individual orders for the newspapers and magazines they require to be delivered. Newspapers and magazines will be purchased per unit verses yearly subscriptions, due to the number of weekly changes for the EOP. For security purposes, an Office of Administration (OA) representative will pick up papers from the contractor's place of distribution.
