- Description
- The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Finance Office (FO) intends to issue, on a sole source basis, software maintenance to Gelco Information Network GSD, Inc., 1860 Michael Faraday Drive, Suite 150, Reston, VA 20190-5304. This is for renewal of annual maintenance for the following software: Gelco Travel Manager for Progress/UNIX/Internet; Gelco Integration Manager; and Gelco Reservation Manager. This software is essential for NOAA's current travel processing operations; any failure or interruption of this software could jeopardize the performance of the core essential production environment. Gelco, a wholly owned subsidiary of Concur Technologies, Inc., developed and owns the sole proprietary rights to the Travel Manager, Integration Manager and Reservation Manager software and does not allow third parties to provide these products. NOAA will consider all affirmative responses received no later than 3:00 PM EST on September 17, 2009. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the required software maintenance support at terms more advantageous to the Government. Responses must demonstrate the vendor's: 1) Capability to provide software maintenance services for Travel Manager, Integration Manager and Reservation Manager; and 2) Experience with Gelco Travel Manager, Integration Manager and Reservation Manager software in production and development environments. Responses received after this will be considered late IAW FAR 52.212-1(f). Contractors must have a current registration with the Central Contractor Registration (CCR) at http://www.ccr.gov and with Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Requests for additional information will not be considered as an affirmative response. If no affirmative response is received which clearly demonstrates the ability to meet all requirements and is more advantageous to the Government, NOAA will make a sole source award to Concur Technologies, Inc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
