Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) # F4D3B39216A903. Submit written offers - quote template provided upon request. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.ccr.gov). This procurement is being issued as a 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36 and DFARS Change Notice 20090729. North American Industrial Classification Standard (NAICS) 611710 and Size Standard $7M apply to this procurement. Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date, FAR 52.232-18, Availability of Funds. Project Number: F4D3B39216A903 Project Title: Education Advisor, Vandenberg AFB, CA 1. Quote shall conform to the CLIN structure as established in this synopsis/solicitation. A quote template is available upon request. 2. Quotes shall be valid for 30 days after close of solicitation. 3. All questions or comments must be provided to the Contract Specialist in writing; telephone and other means of oral communication will not be permitted. The Contract Specialist is Elle Anderson, Elle.Anderson@vandenberg.af.mil. STATEMENT OF WORK Non-Personal Services Contract for Education Advisor (As of 1 OCT 2009) 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. 2. PERIOD OF PERFORMANCE: Contract start date is 28 October 2009 through 27 October 2010 (Basic); and 28 October 2010 through 27 October 2011 (Option 1). 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is highly desired. Masters degree and/or 15-30 semester hours in counseling, secondary education or a related discipline is preferred. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is desirable. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access is desirable. Resumes and transcripts shall be submitted with bid packages to the base contracting office. 4. WORK HOURS/DAYS: The government will determine the number of units (a pre-scheduled four hour block of time dedicated to providing the services identified in this Statement of Work) required each week and will notify the contractor with the intended schedule no later than 7 days prior to the designated work unit. Normally a minimum of 5 units will be worked per week. Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0730-1630 M-F. Occasionally, at the request of the Education Services Officer (ESO) and/or designee, two units may be scheduled in the same workday (0800 hrs and 1300 hrs). It is estimated that five (5) units will be required per week and that each unit will require 4 hours. Units may be scheduled to cover the 1200-1300 designated lunch period, Monday through Friday. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. 5. GUIDELINES: All tasks shall be accomplished in accordance with AFI-36-2306 and all other pertinent Air Force, Air Force Space Command, DANTES and local command policies and publications. Contractor will have read AFI-36-2306 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material. The handbook, guide and school catalogs are available in the ES office. 6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS a. Listing Of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agencies Security Manager. An updated listing shall be provided when an employee's status or information changes. b. Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program. c. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles. d. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc. e. Traffic Laws. The contractor and its employees shall comply with base traffic regulations. f. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on (Vandenberg AFB). g. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. h. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment. i. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. j. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge. k. Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. 1) The contractor shall immediately report to the Quality Assurance Evaluator (QAE) or Program Manager any occurrences of lost or duplicated keys. 2). In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor. 3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas. l. Lock Combinations. (IF APPLICABLE) The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. 7. SPECIAL REQUIREMENT: Incumbent must inform the ESO of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled with the ESO at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year. Leave will not be scheduled 2 weeks prior to the end of on base college registration periods or while one or more GS9 counselors is on leave or TDY. 8. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. 9. SPECIFIC TASKS: a. Advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required by the ESO. Keeps the ESO current on all program and catalog changes and advises affected students promptly. b. Advises AF personnel of Professional Military Education (SNCOA, SOS, AFIT, ACSC, AWC) programs available for enlisted personnel and officers by correspondence, in residence or seminar format and assists them in registering for appropriate programs. c. Provides information and required forms to prospective applicants of specialized AF programs to include (but not necessarily limited to): Operation Bootstrap Permissive/Non-permissive TDY, AECP, LEAD, SOAR, AFROTC/ASCP, and OTS. Performs preliminary check for accuracy and completion of application package. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. Refers applicants to Education Services education counselor for final check of package prior to mailing. d. Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. Processes AF TA forms via the AFAEMS software program. e. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals. f. Must be thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their programs of study. Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process. g. Assists AF students in changing education level codes by preparing appropriate correspondence, forms, and academic documentation required to update individual AF personnel records with their current educational status. After document verification by an ESO or designee, forwards information to the appropriate agency via mail, fax, or computer, as available. h. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met. i. Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the ESO and assists with reports and other administrative tasks as requested. j. Plans and executes semiannual CCAF graduation ceremonies. Provides ESO with detailed timeline of graduation-related activities at least 3 months in advance of graduation dates. Provides weekly updates via email up to the day of the ceremony. Performs administrative follow-up including thank you letters and an after-action report. k. Maintains a by-name and date record showing advisement or counseling sessions conducted and submits in person to the ESO at the Education Center, along with the invoice at the end of each month. l. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records. m. Helps out at the front desk with walk-in and phone customers as needed. n. Assist with publishing the quarterly Education newsletter, updating the Education Opportunities brochure as needed, and maintaining the local Education Services web site. o. Assists with annual recruitment campaigns for ACSC and AWC on base seminars. Assist Education Services with the necessary logistics (classrooms, material support, etc) to conduct the on base seminars. p. Assists with accounting spreadsheet entries, TA form verifications, monthly metrics, publicity materials, survey collection and compilation, filing and other program-related administrative work as needed. 10. TERMINATION: Contract may be terminated in accordance the termination clauses contained within the contract. 11.
