Description
SUPPLIES SOURCES SOUGHT: The Atmospheric Turbulence and Diffusion Division (ATDD), has a requirement for forty-eight (48) precipitation gauges, P/N 476000, Model T200B-3-2, Precipitation Gauges, 600 mm with three (3) sensors with white covers, 144 signal interfaces, P/N 455060, TH-501 (Prev. 455055), Signal Interface, output 0 to 5V or -2.5 to 2.5V (1 per sensor, 3 sensors per gauge). This requirement is for a high accuracy, high precision weighing-type precipitation gauge with a data logger-compatible output. The gauge should be fitted with three (3) independent transducers, providing three (3) independent measurements of precipitation catch and rate. This unique feature provides an excellent verification of the accuracy of data and the ability to diagnose defective sensors in the field. Technical specifications of T-200B3W; 3 Sensor System; White housing; Capacity: 0-600 mm (including antifreeze); Collecting area: 200 cm2; Sensitivity: 0.1 mm; Accuracy: 0.1% FS; Repeatability: 0.1 mm; Temperature range: Sensor -25 degree C to 60 degree C; Temperature drift: 0.001% FS/degree C; Materials: Aluminum alloy; Diameter = 390 mm, Height = 760 mm; Mounting: Universal 3-point with leveling system incorporated in the base. A weighing-type gauge is needed because of it has a better accuracy at very high precipitation rates. The NAICS code is 334515. The precipitation rate and accumulation are key climate variables and must be measures very accurately under a wide range of conditions. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. If no qualified responses are received, the Government intends to contract with Geonor, Inc., P.O. Box 903, Milford, PA 18337. This is not intended to be a competitive proposal. The sole source justification for the precipitation gauge is as follows: The National Weather Service is funding the Historical Climate Network Pilot Project (HCN Pilot). The HCN Pilot consists of 40 HCN stations deployed in a four (4) state region. NOAA's Climate Reference Network's (USCRN) historical success is proven by the 99% data ingest rate and 98% dataset completeness. As such, the HCN Pilot Program Science Panel has mandated that the HCN stations are to be installed and complete to the same standards as the US CRN. The configuration specifications of the USCRN have been approved by the USCRN and the HCN Pilot Program Science and Engineering Panels. All changes to either network must be approved by the panels only after extensive testing and evaluation, plus a one-year evaluation period. A weighing type gauge is needed because of its better accuracy at high precipitation rates. Precipitation rate and accumulation are key climate variables and must be measured very accurately under a wide range of conditions. Geonor is the only vendor with a gauge that meets all the specifications defined in the minimum requirements of the Government. Any change in the gauge configuration would also required new software to be developed and tested for the station micro-loggers/data-loggers. It would also require the QA/QC and ingest software to be rewritten at the National Climatic Data Center (NCDC) which received and processes the data. However, interested parties may identify their interest and capabilities by submitting a required qualifications statement. In order to be considered, firms must furnish detailed product data concerning their capability to provide the supplies that will satisfy the Government's needs.
