Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract in accordance to FAR 6.302-1(a)(2), authorized or required by statue. The Research Department at the Providence VA Medical Center requires the purchase of equipment for the measurement of arterial pulse wave velocity and wave reflection provided by the NIHem Dock Workstation. Under statue 10 U.S.C. 2304(c)(1) Providence VA Medical Center intends to make a sole source award of this requirement to Cardiovascular Engineering. The proposed contract action is for new equipment to perform research that requires very accurate and reproducible measurement of aortic pulse wave velocity as a measure of arterial compliance. Although there are other vendors of such devices, the devices are intended for clinical studies and do not possess the same research applicability as the NIHem Dock Workstation. The NIHem Dock Workstation possesses fidelity, reproducibility, and data storage capabilities meeting required specifications not found in comparison equipment. The NIHem Dock Workstation has been used in numerous large scale research studies on pulse wave velocity and is a standard in the field. Cardiovascular Engineering is the sole manufacturer with exclusive rights for this noninvasive hemodynamic data and analysis system required for conducting the research project at this facility. Cardiovascular Engineering does not distribute this equipment to outside sources for resale. The Government intends to award to only one source Cardiovascular Engineering under the authority of FAR 6.302-1(a)(2). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No solicitation document is available.
