Description
The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with On-Line Instrument Systems Inc, Bogart, GA 30622, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for one (1) each of the following item: 1) Windows Upgrade of 2000 Vintage Olis RSM 1000 Fluorescence Stopped-Flow Spectrophotometer to Circa 2009 Windows XP Professional Compatibility Qty 1 each 2) Travel on-site installation, System Verification, and two day user-training period by OLIS personnel (doctorates in biochemistry with expertise in Spectroscopy) Qty 1 each 3) Upgrade to Toolbox Accessory for Measurement of POF and CPL, 50 kHz version 4) Shipping cost Qty 1 each. The mechanisms underlying human diseases have expanded to include studies of direct molecular interactions of macromolecules. Fluorescence spectropolarimetry is a sensitive and powerful method for assessing such interactions in the millisecond timescale and it measures L-format polarization of fluorescence using electro-optical means to vary the fluorescent light’s polarization orientation rather than physical rotation of the polarizer. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with On-line Instrument Systems, Inc. The NAICS Code/Size is 334516/500. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
