Description
Disaster Recovery Question Format Spreadsheet Disaster Recovery DRAFT Statement of Work The Disaster Recover (DR) Branch, within the Operations Division of the Office of the Chief Information Officer (OCIO), U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), provides services to minimize organizational disruptions of the DHS-ICE-OCIO mission, requirements, objectives, and/or priorities in the event that DHS-ICE-OCIO declares a disaster. The NAICS code for this procurement is 541512 - up to $25M per year. The Contractor shall provide their best practice solutions and continuous process improvement strategies as part of their solution for the following functions: • Disaster Recovery Program Planning and Management • IT Disaster Recovery • Disaster Recovery Security • Incident Planning and Management (IM) • Continuity of Operations (COOP) • Pandemic Planning and Implementation • Disaster Recovery Operational Services • The process and procedures necessary to identify the impact of potential disruption or loss of service • Development and annual testing of recovery plan(s) that ensures business continuity of the DHS-ICE-OCIO organization and DHS-ICE IT environment. • Developing, documenting, and delivering a comprehensive training and testing program. • Mitigating the impact of interruptions of service or emergency events ranging from those that may impact OCIO, to those impacting ICE HQ or any other ICE locations, to Incidents of National Significance impacting large areas of the United States or sites overseas. The projected date for the issuance of the solicitation is on or about November 9, 2009. The solicitation will be available on the Federal Business Opportunity (FedBizOpps) site only. ICE intends to procure on an unrestrictive basis in accordance with Federal Acquisition Regulations (FAR) Part 15. The government anticipates awarding a single-award indefinite delivery - indefinite quantity (IDIQ) with multiple task orders to the offering party providing the best value to the Government. The performance period of any resultant contract (s) will be a three (3) year base year and seven (7) one year options. The anticipated award date is December 28, 2009. DESCRIPTION OF SERVICES: The services will support the DR. The services will be provided both at the contractor's facility and the Governments facility. Attached hereto is a DRAFT Statement of Work. Please provide any questions you may have re: draft statement of work, no later than September 16, 2009. Government anticipates responding no later than September 22, 2009 not later than 5:00 PM. E-mail questions to: ICEOCIODRPMO@dhs.gov All questions shall be addressed on the spreadsheet that is attached. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. ICE will not assume liability for cost incurred by a contractor or for travel expenses or marketing efforts; therefore, contractors cost in response to this notice is not considered an allowable direct charge to the Government.
