- Justification & ApprovalSole Source Award 1) VA Medical Center West Palm Beach, VISN 8, will enter into a contract that requires Justification for other than full and open competition. (2) This request is being sole sourced to a Service Disabled Veteran Owned Business, TL Services. (3) Requirement for installing insulation and stainless steel jacketing has an estimated value $97,623.00. (4) Statutory Authority is FAR 6.302-5(6) Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f). (5) The contractor is registered in VetBiz.gov as required by VA IL 049-07-08. (6) The solicitation was not announced in FedBizOpps and competition was not sought in accordance with 38 U.S.C. section 8127(c). (7) The cost is considered to be fair and reasonable based upon comparison of the contractor's proposed price to the Government estimated cost. (8) Market research was conducted based upon comparison of costs of similar work at other medical facilities. (9) Full and open competition was not utilized for this contract for the reasons stated in paragraphs 4 and 5 above. (10) As this is a sole source acquisition only one contractor was contacted. (11) There is no barrier to competition as sole source to Service Disabled Veteran Owned Business is allowed in accordance with paragraphs 4 and 5 above.
