- Synopsis Description: The United States Department of Agriculture (USDA) National Agricultural Library (NAL) intends to issue a sole source award for access, via the internet, to Nature America, d.b.a. Nature Publishing Group electronic journals, electronic journal back files and electronic books. This requirement also includes perpetual rights to the subscribed to content. The period of performance will be one year. The journal service is for the use by USDA employees, contractors, authorized public on-site users, cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA. Authorized users also have the right to use content for ordinary business, scholarly and educational purposes of the Government, including, but not limited to viewing, printing, saving, reusing and disseminating content. The Government believes that only one responsible source, Nature Publishing Group, can satisfy USDA’s requirements. Interested parties may submit an offer for consideration by no later than 12:00pm, EST on September 19, 2009. Quotes/Offers received after the specified due date and time will not be considered for an award. Capability must include the provision of perpetual data rights to journal content. If no affirmative responses are received by the close of this notice for determination of qualification, an award will be issued to Nature Publishing Group. The determination to open this action for competition is solely at the discretion of the Contracting Officer.
