Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 519190, is to notify contractors that the government intends to issue a Firm Fixed Price Contract in accordance with FAR Part 13 under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Background FDA researchers require access to SciFinder, a chemical research database. It is a critical information source for FDA researchers. SciFinder is a web-based interface that provides access to the proprietary chemical information contained in Chemical Abstracts Service (CAS) databases. CAS is a division of the American Chemical Society. CAS is recognized by academic and corporate researchers as the producer of the world’s largest and most comprehensive chemical databases. CAS indexes chemical articles from more than 10,000 journals; its database contains more than 30 million abstracts. The CAS Registry is the authoritative collection of disclosed chemical substance information with more than 45 million organic and inorganic substances and more than 60 million sequences. SciFinder as a research tool allows users to: • identify chemical substances by searching their chemical structure or sub-structure • find data about chemical reactions, spectra and chemical, physical and biological properties • link to relevant articles that can be obtained through the FDA Biosciences Library Scope of Work (SOW) The FDA requires online access to a product that shall provide: • The CAS Registry database • 17 million single and multistep reactions • 1 billion predicted property values • Journal article references from more than 10,000 major scientific journals • Patent records from the major patent offices within 2 days of patents issuance • Links to the electronic full-text articles and patents, and to hundreds of commercial chemical suppliers for ordering commercially available substances Specific Requirements Customers need the ability to scan and search the database, and print or download the results of their searches for their work-related use. These searches may either be repetitive scanning of all or portions of the database for current awareness (profiles), or they may be one-time, non-repetitive, interactive searches of all or part of the databases. Among the various search capabilities offered; structure and sub-structure searching are required. For the above, the contractor shall provide the following: • Web based, 24/7 desk top access for 3 concurrent users, with an unlimited number of individual login IDs • Technical support Monday through Friday, 8:30am to 5:00pm EST Deliverables: The Contractor shall provide web-based access to CAS databases through the SciFinder interface. This need spans the entire Agency no matter the location for concurrent users. The Contractor shall provide all SciFinder software and updates as issued. The interface is hosted on the contractor’s server. Contractor shall provide online tutorials. Contractor shall also provide on-site training, promotional materials, briefings, and updates to FDA researchers, in the DC Metro area as well as selected remote offices. Usage statistics will be provided on a monthly basis.
