Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541613, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. This combined synopsis/solicitation is issued as a Request for Quote (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for direct to consumer marketing services to disseminate FDA Health-Related Information. Background: FDA, as a part of its mission through the FDA Task Force on Antimicrobial Resistance, provides information to consumers and health-care providers on the appropriate use of antibiotics and the risk of antibiotic resistance. When communicating health information to the public, it’s important to reach as many people as possible in an environment that is conducive to watching or reading the provided message. FDA wants to run a television public service announcement (PSA) in grocery stores and a print PSA on interior bus spaces in a targeted area. Scope of Work: 1. Procurement of 30-day interior bus advertisement space in a market to be determined (TBD) after award based on market demographics, available ad space, placement, and display size. 2. Serve as agency representative with transit group. 3. Provide agency with all information required to print and ship interior ads, including, printing specs, print quantity, preferred shipping method, and deadline for receipt of materials. 4. Procurement of client-supplied 20-second spot airing every 8 minutes during an average 14 hour day in Grocery TV network stores within grocery stores in New Jersey for four weeks. Date of airings TBD based upon available air time. 5. Provide written reports on estimated reach of both print and television PSAs. Deliverables: 1. Thirty-day interior bus ad procurement and placement. 2. Four week airing of television PSA in a minimum of 204 Grocery TV network stores in New Jersey with a frequency of 2 rotations per 8 minute loop. 3. Written report on estimated reach of interior bus ads within 30 days of end of rotation. 4. Written report on estimated reach of in-store video airings within 30 days of end of rotation. The contractor shall report if any problems and/or set backs are experienced throughout this project. Period of Performance: One (1) year Responses to this notice must be sent via email to Christopher.Cunningham@fda.hhs.gov; telephone calls will not be accepted. QUESTIONS DEADLINE: All questions must be submitted in writing via email to Christopher.Cunningham@fda.hhs.gov no later than September 15, 2009 at 2:00 PM EST. QUOTATIONS DUE: All quotations are due, via email to: Christopher.Cunningham@fda.hhs.gov no later than 2:00 PM EST on September 16, 2009. PROVISIONS and CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions, Commercial Items applies to this acquisition. The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items applies to this acquisition. The following FAR clauses cited are applicable: FAR 52.217-8, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, and FAR 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition.
