- The purpose of this announcement is to provide a Presolicitation Notice for the release of the DODEA/DDESS Guam District Facilities Custodial Services Solicitation HE1260-09-R-8011. This acquisition is being offered as an 8(a) competitive procurement utilizing best value procedures as set forth in FAR Part 15.101-1. The services to be performed are custodial services for five different facilities in Guam. The Contractor shall furnish all labor, equipment, supplies and supervision, to perform custodial services at four DoD schools and the District Superintendent's Office in Guam. The Contractor shall furnish all labor, equipment, materials, tools, instruments, transportation, and supervision necessary to perform janitorial services at the DODEA/DDESS Guam facilities. THIS ACTION IS LIMITED TO COMPETITION BY VENDORS THAT ARE CERTIFIED BY THE SMALL BUSINESS ADMINISTRATION (SBA) UNDER THE 8(a) SBA PROGRAM. The designated NAICS Code is 561720, Janitorial Services; however, it is not required that 8(a) firms have NAICS Code 561720 approved by the SBA for use in their business plans. The Small Business Size Standard is $16.5 million. DODEA-Pacific anticipates award of a Firm Fixed-Price, Single Award Indefinite Quantity contract. The initial period of performance is 1 January 2010 through 31 December 2010, followed by four (4) one-year option periods. The solicitation will be will be posted on FEDBIZOPPS and issued on or about 2 October 2009 and closing on or about 2 November 2009. The Government will hold a site visit at the DODEA/DDESS Guam District facilities and the date, time and, place are TBD and shall be reflected in the solicitation. All amendments will be posted on FEDBIZOPPS. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is: http://www.ccr.gov. This is strictly a Synopsis to inform industry about an upcoming requirement. No proposals will be accepted based on this pre-solicitation notice.
