Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as RFQ #Q546009H031. The U.S. Department of the Interior, National Park Service, Great Smoky Mountains National Park in Tennessee, has a requirement to supply, deliver and tailgate spread gravel at designated locations throughout the park. This solicitation is for Full and Open Competition. The NAICS code is 423320. The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52.212-02, Evaluation - Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision: Quotes will be evaluated based on best value to the Government, which will result from low price and past performance. FAR 52.212-03, Offeror Representations and Certifications - Commercial Items; FAR 52.212-04, Contract Terms and Conditions - Commercial Items; FAR 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (paragraph (b) the following clauses apply: FAR 52.219-06; FAR 52.222-03; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-01; FAR 52.232-33); FAR 52.204-07, Central Contractor Registration; FAR 52.211-05, Material Requirements; FAR 52.223-06, Drug-Free Workplace; FAR 52.247-34, FOB Destination. This acquisition consists of 2 base price items and 7 price options. The government reserves the right to award any or all of the price options in any order. Unit of issue is ton. Unit prices quoted shall be per ton and include hauling and stockpiling or tailgate spreading of ordered materials as indicated below. Delivery Period: 33 calendar days (November 16 - December 18, 2009) BASE PRICE ITEMS:Item 0001 - TDOT Class A, Grade D Base; tailgate spread, estimated quantity 800 tons. Delivery Location and Quantity: Big Creek Road - 800 tons - Take I-40 E. towards Tennessee/North Carolina state line. Take the Waterville exit (#451). At the bottom of the ramp, turn right, and then turn left on Waterville Rd. Proceed past the power plant approx. 1 mile to the Big Creek entrance.Gravel shall be spread under the direction of the park equipment operator. Equipment operator will be on site. $___________________per ton $________________total Item 0002 - TDOT Class A, Grade D Base; tailgate spread, estimated quantity 600 tons. Delivery Location and Quantity: Rich Mountain Road - 600 tons - From Townsend, TN, take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for approximately 7 miles to the entrance of the Cades Cove Loop Road. Enter the Loop Road and continue until you reach the first right hand turn (approximately 3 miles in), this is Rich Mountain Road. To exit continue on Rich Mountain Road until you exit the park. The road turns into Old Cades Cove Road. Follow this road until you turn right onto Old Tukaleechee Road. Continue on Old Tukaleechee Road until you reach US 321. Turn right for Townsend, TN and left for Maryville, TNGravel shall be spread under the direction of the park equipment operator. Equipment operator will be on site. $___________________per ton $________________total BASE PRICE GRAND TOTAL $____________________ PRICE OPTIONSItem 0003 - TDOT Class A, Grade D Base; stockpiled, estimated quantity 800 tons. Delivery Locations and Quantities: North District Maintenance Area - 800 tons - From Gatlinburg, TN take US 441 south into the park. From the entrance to the park, continue to travel on US 441 south for approximately 1.5 miles then turn right onto Park Headquarters Road. Continue to the Maintenance Area.Park staff will be responsible for mounding the gravel on a daily basis. $__________________ per ton $________________total Item 0004 - TDOT Class A, Grade D Base; stockpiled, estimated quantity 1,000 tons. Delivery Locations and Quantities: Cades Cove Maintenance Area - 1,000 tons - From Townsend, TN take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for approximately 7 miles. Make a left at the intersection into the Cades Cove Campground. Once in the campground, take the first right into the maintenance area.Park staff will be responsible for mounding the gravel on a daily basis. $__________________ per ton $________________total Item 0005 - TDOT Class A, Grade D Base; stockpiled, estimated quantity 500 tons. Delivery Locations and Quantities: Newfound Gap Road, Various Locations - 500 tons - From Gatlinburg, TN take US 441 south into the park. Gravel is to be stockpiled in pullouts located at various locations along the length of Newfound Gap Road. $__________________ per ton $________________total Item 0006 - TDOT Class A, Grade D Base; tailgate spread, estimated quantity 1,000 tons. Delivery Location and Quantity: Old Cataloochee Turnpike - 1,000 tons - Waterville Rd (see directions above). At 4-way intersection at entrance to Big Creek, turn left onto Old Cataloochee Turnpike.Gravel shall be spread under the direction of the park equipment operator. Equipment operator will be on site. $___________________per ton $________________total Item 0007 - TDOT Class A, Grade D Base; tailgate spread, estimated quantity 1,000 tons. Delivery Location and Quantity: Greenbrier Road - 1,000 tons - Greenbrier Road is located approximately 6.9 miles from Gatlinburg, TN, between Gatlinburg and Pittman Center, TN on US 321. From Gatlinburg, follow US 321 to the National Park Service Greenbrier sign. Turn right just beyond the sign onto Greenbrier Road.Gravel shall be spread under the direction of the park equipment operator. Equipment operator will be on site. $___________________per ton $________________total Item 0008 - TDOT Class A, Grade D Base; tailgate spread, estimated quantity 1,000 tons. Delivery Location and Quantity: Porter's Creek Road - 1,000 tons - Porter's Creek Road is off of Greenbrier Road (see directions above).Gravel shall be spread under the direction of the park equipment operator. Equipment operator will be on site. $___________________per ton $________________total Item 0009 - TDOT Class A, Grade D Base; tailgate spread, estimated quantity 600 tons. Delivery Location and Quantity: Upper Tremont Road - 600 tons - From Townsend, TN, take Route 73 into the park. At the split in the road turn right onto Laurel Creek Road. Continue on Laurel Creek Road for approximately 1/4 of a mile, cross the bridge and make an immediate left onto Tremont Road. Stay on Tremont Road for 2.1 miles until the asphalt ends and the Upper Tremont Road (gravel) begins.Gravel shall be spread under the direction of the park equipment operator. Equipment operator will be on site. $___________________per ton $________________total Statement of Need: Furnish, haul, and dump and/or tailgate spread crushed aggregate base. The quantities specified are estimates only. Equipment: All equipment used in the work shall be of the proper type, of a sufficient size, in good operating condition, and otherwise meet the equipment specifications for each type of maintenance work. The Contracting Officer may order removal and/or replacement of any unsatisfactory equipment at the Contractor's expense. All equipment must meet all Federal and State licensing and safety requirements. The moving of equipment shall be considered incidental to the contract. Safety: The Contractor shall exercise due caution and care when working to prevent undue conflict with public users of roads. Roads shall remain passable to traffic during the Contractor's operations. The Contracting Officer has authority to have deliveries stopped when weather or road conditions are unsuitable for the hauling of aggregate. If operations are stopped for any reason, the Contractor will be notified 24 hours prior to resuming operations. Damage to Property: The Contractor shall be responsible for any damage caused by his/her personnel or equipment to any existing structures such as culverts, signs, cattle guards, and riprap protecting culvert inlets and/or outlets. Damaged items shall be repaired or replaced by the Contractor at no additional cost to the Government. Pollution and Erosion Control: During all operations under this contract, the Contractor shall take reasonable measures to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes, from the Contractor's operations, shall be stored, collected, and disposed of in a sanitary and nuisance-free manner. Refuse shall be disposed of in State-approved landfills or as approved by the COTR. Base Aggregate: Furnish crushed hard, durable particles or fragments of quarry stone or gravel meeting the size and quality requirements for crushed aggregate material normally used locally in the construction and maintenance of highways by Federal or State agencies. Furnish crushed quarry aggregate with the following gradation that is free of organic matter, lumps or balls of clay and other deleterious substances. It shall be of such nature that it can be compacted readily under watering and rolling to form a firm and stable surface. The crushed quarry rock shall be inspected by a representative of the contracting agency prior to delivery to the worksite to insure material quality. Grading Information: Total Percent by Weight, Passing Sieves 1-1/2" - 100%, 1" - 85-100%, " - 60-95%, 3/8" - 50-80%, No. 4 - 40-65%, No. 16 - 20-40%, No. 100 - 9-18% Truck Spreading: The Contractor shall spread the aggregate in a uniform layer so the road remains open to traffic. If the Contractor piles any aggregate in the road it shall be immediately spread by hand or mechanical means to clear the roadway for traffic. Hauling shall be suspended until the problem is corrected. Aggregate shall be spread at a depth of 3 to 6 inches as directed by the COTR. Aggregate Base: Crushed aggregate shall be the tons of material placed and accepted. Weight receipts shall be required on crushed aggregate. Payment: The accepted quantities will be paid for at the contract unit price(s) quoted. The contractors identified for the competition shall be registered on all three of the following websites: National Business Center (NBC) - http://ideasec.nbc.gov/, the Central Contractor Registration System (CCR) - http://www.ccr.gov/, and Online Representations and Certifications (ORCA) - www.bpn.gov/. Quotes shall be submitted in writing on company letterhead and must include the RFQ number, the company name, a point of contact, address, phone number, fax number, e-mail address, DUNS number, delivery period, base price items, option price items, and any prompt payment discount terms. Quotes are due September 18, 2009, by 2:00 PM EST. Quotes may be faxed to 865-436-1220 or e-mailed to jeffrey_shaffer@nps.gov.
