- CHANGES MADE 9/11/2009 - Solicitation Package will be available for distribution on September 16, 2009. Pre-Proposal Conference will be held on or about September 29th. The Solicitation Package will contain confirmation of date, time and location. The ultimate goal of this procurement is to select a firm that represents the best value to the Government for a Photovoltaic Roof Panel System at The Spottswood W. Robinson III and Robert R. Merhige Jr. United States Courthouse, 701 E Broad Street, Richmond, Virginia. The contractor shall provide total Design/Build “turnkey services” to provide a new Photovoltaic (PV) Panel system on an existing roof. The entire roof area is approximately 30,000 square feet, but must be field verified by the contractor. The power output of the system shall be at least 130kW DC. The proposed PV system will cover a substantial portion of the existing roof. This procurement shall also include unit pricing for the design and construction of additional capacity of the PV Array in 10kw increments. Award will be a firm fixed price (FFP) contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated government requirements. Accordingly, offerors will be evaluated based on technical merit with respect to Relevant Past Performance on Similar Projects, Technical Approach/Project Management Plan, and Project Team/ Key Personnel along with price proposals. All proposals are required to address each of the foregoing qualifications. Omission of any of the criteria may render proposal nonresponsive, preventing the opportunity to submit a price proposal and gain further consideration for award. Additional details concerning the source selection evaluation factors shall be posted at a later date. Discussions may be conducted, however it should be noted that a selection of an award may be made without discussions. The NAICS Code applicable to this project is 238160. The approximate duration of the contract is twelve (12) months. The estimated cost range for this project is between $1,000,000 and $5,000,000. This unrestricted procurement is being conducted under full and open competitive provisions in accordance with the Small Business Competitiveness Demonstration Program.
