Description
The Department of Energy (DOE), Office of Human Capital Management is pursuing a sole source contract with the Partnership for Public Service for 2010 charter membership in the Federal Human Capital Collaborative under FAR 6.302-1, One Responsible Source. The contract proposed period of performance is September 25, 2009 to September 30, 2010. The DOE is one of several agencies providing funding for a membership in the Federal Human Capital Collaborative that hopes to attract and thereby increase the number of talented college and university graduates into government service for DOE research internships, fellowships, and within other entry-level careers in the workforce. Office of Human Capital Management will receive the opportunity to meet with a cross-section of experts, including thought leaders from academic, nonprofit and private sectors. The membership includes: access to Partnership for Public Service?s research agenda and consultation services on how best to apply research recommendations at the Department of Energy; access to the Partnership Connect Collaborative Network-a repository of tools, strategies, best practices and methodologies for human capital practitioners; collaboration with the Partnership for Public Service to influence the agenda for regulatory and legislative reform; priority access to Partnership for Public Service?s Call to Serve Network of more than 600 colleges and universities, which works to promote Federal service on campuses; priority access to the Partnership?s Annual Career Fair to recruit top talent for entry-level jobs or internships; consultation on hiring and retention practices based on insights gleaned from the Partnership?s Extreme Hiring Makeover Initiative and Onboarding Report. By utilizing an integrated approach for participation as a member of the Federal Human Capital Collaborative, DOE expects to attract and thereby increase the number of top-talented college and university graduates in DOE entry-level jobs and internships, fellowships, and within all types of career fields in the DOE workforce. Membership also is expected to create an active community of federal managers and human resources professionals that will identify cross-cutting challenges and work collaboratively and systematically to solve them on behalf of our nation. It convenes member agencies to participate in research, share best practices and devise government-wide strategies to address the challenges identified by our member agencies as most critical.The DOE has supported Partnership for Public Service for a number of years. By using the same forum repeatedly, DOE is able to continue to consistently build on the face-to-face networking previously developed during previous memberships and address the systemic problem of recruiting top-talented college and university graduates into the Federal government. As proposed, DOE will have access to students at all stages of the education pipeline, including teachers and faculty at various career fairs. Opportunities are abundant through membership with the Partnership for Public Service for interviewing candidates and disseminating important information about careers and internships at DOE and the national laboratories. With annual support, the expected outcome is a sustained talent pool available to DOE?s national laboratories, the Federal workforce, industries, and universities. The statutory authority for permitting other than full and open competition for this modification is the Competition in Contracting Act, 41 U.S.C. 253 [c] [1], and implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. Partnership for Public Service has the specialized knowledge and services, which have been used by the DOE and other agencies for a number of years successfully. The North American Industry Classification System (NAIC) Code for this requirement is 611430. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE?s proposed award to the Partnership for Public Service must respond in writing to the Contracting Officer. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within 15 calendar days of publication of this notice, to be considered by the Government to: Mr. Anthony Buch, MA-642.3, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to Anthony.buch@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
