Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA5685-09-Q-0063. The solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document incorporates the provisions and clauses that are those in effect through Federal Acquisition Circular 2005-36, DFARS Change Notice 20090825, and Air Force Acquisition Circular 2009-0803. (iv) There is no small business set-aside for this acquisition. However, this acquisition is set-aside for Turkish business concerns. Due to established economic agreements between the United States Government and the Government of Turkey, the U.S. Air force intends to award this solicitation to a business concern within the country of Turkey. If there is no Turkish businesses that can meet the specifications required or feasible pricing is not received to the maximum extent practicable, the U.S. Air Force reserves the right to contract a European or United States firm. The NAICS code assigned to this acquisition is 423220 and small business size standard is 100. (v) There are one contract line item numbers (CLINs). At a minimum all carpet shall adhere to the quality specifications stated in Engineering Technical Letter (ETL) 07-4: Air Force Carpet Standard Section 9 and the speifications outlined below: Selection Criteria. 1. All carpet must comply with applicable health and safety codes, ADAAG, and UFAS 2. Federal agencies are required by law, Executive Orders (E.O.), FAR, Defense Federal Acquisition Regulation (DFAR), and Air Force policy to consider environmentally preferable products. This includes items that are reused and certain EPA-designated carpet products manufactured with recycled or recovered materials. See the EPA CPG on recycled carpet products (see paragraph below). Minimum Warranties: • Fifteen-year warranty against 10 percent loss of face fiber. • Fifteen-year warranty against edge raveling, snags, picks, runs, and delamination. 4. Technical Specifications. 4.1. Construction. Carpet tile will be tufted, woven, needlebonded or fusion-bonded. 4.2. Surface Fibers: • Nylon: Fiber manufacturer continuous filament nylon 6,6 or nylon 6 with a cross-section modification ratio no greater than 2.5. 4.3. Pile Height. Reference ADAAG, Section 4.5.3, Carpet, for detailed requirements (no higher than 12.7 millimeters [0.5 inch], measured to the backing). 4.4. Average Pile Yarn Density (APYD). APYD is an index expressed as weight per unit volume in ounces per total pile yarn per cubic yard. Average pile yarn density for commercial carpet under this specification must exceed 4,000. 4.5. Tuft Bind (Minimum). As tested by ASTM D1335, Standard Test Method for Tuft Bind of Pile Yarn Floor Coverings: 8 pounds for modular carpet tile 4.6. Backings. For tufted carpet, primary and secondary backings (or unitary backing) must be synthetic material. Jute backings are not authorized. 5. Testing 5.1. Colorfastness. Colorfastness to light (fading) will comply with AATCC TM 16, Colorfastness to Light, and will have a minimum of 4 after 40 AATCC fading units using the AATCC gray scale for color change. 5.2. Electrostatic Propensity (Maximum): 3.5 kilovolts (kV) or less. 5.3. Fire Resistance. 5.3.1. Carpet for all areas must conform to CFR Part 1630, Standard for the Surface Flammability of Carpets and Rugs (FF 1-70) (pill test). 5.3.2. Carpet and carpet systems (carpet and cushion) must be tested in accordance with ASTM E648, Standard Test Method for Critical Radiant Flux of Floor-Covering Systems Using a Radiant Heat Energy Source, and ASTM D662, and meet the following criteria: • Minimum average critical radiant flux of 0.22 watt per square centimeter (Class II) • Smoke density, when necessary to meet specific application, shall be tested in accordance with ASTM E662 and shall have a maximum specific optical density not exceeding 450 (flaming mode exposure). 5.4. Appearance Retention Rating (ARR). Heavy: Classification has a 3.0-3.5 ARR. 5.5. Soil Resistance. Specification of fluorine content level is not recommended due to the aforementioned variables. 5.6. Stain Resistance. Stain resistance refers to the amount of stain absorbed into the fiber. Carpet should meet a minimum rating of 8 using the AATCC red 40 stain scale after 2 HWE (hot water extraction) using the AATCC 171, Carpets: Cleaning of; Hot Water Extraction Method, test method followed by the AATCC 175, Stain Resistance: Pile Floor Coverings, stain test. If exact item is not quoted (see FAR 52.212-1(b)(4)) a specification sheet or other information must be provided that provides sufficient detail for the United States to determine whether or not the substituted product(s) quoted can satisfy the need. (vii) All quantities ordered must be delivered within 45 calendar days to Incirlik Air Base, Adana, Turkey on a FOB Destination bases. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following addenda are made to this provision. Paragraph (b) Submission of offers is added to read: Quotations shall be in terms of U.S. Dollars. Quotations received in other than U.S. Dollars shall be rejected. Quotations shall also be n the English language. Quotations received in other than English shall be rejected. Paragraph (f) Late submissions, modifications, revisions, and withdrawals of offers is added at (f)(2)(i)to read:(D)Or if this solicitation is a request for quotation, it is determined that acceptance of the quotation is in the best interests of the United States. Paragraph (k) Offerors not registered in the CCR database at the closing date and time offers are due may be considered non-responsive to the solicitation and therefore considered not eligible for award. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. There are two specific evaluation criteria included in paragraph (a). The first one is (i) technical capability of the item quoted to meet the requirement of that provision. The second and last one is (ii) price. The Lowest Price Technically Acceptable Source Selection Process will be used in this acquisition. (x) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. The quotation must include a complete copy of this provision. See http://orca.bpn.gov. The provision at 252.212-7000 Offeror Representations and Certifications--Commercial Items, applies to this acquisition. The certification in paragraph (b) of the provision at 252.212-7000 does not apply to this solicitation. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following addendum is made to this clause. Paragraph (o) Warranty is added to read: The contractor shall provide all standard commercial (including manufacturer) warranties to the United States Government.
