Description
This is a combined/solicitation for Request for Quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ9101 and the solicitation is being issued as a request for quotation. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-36). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure a Mastercycler ep Realplex based on the following specifications: 1)Licensed for PCR and Licensed for Real-time PCR; 2)96-sample capability in a MTP format; 3)High speed: 1)Fast heating, a)Ramp rates 6°C/sec heating, 4.5°C/sec cooling with Silver block option; 4)Compatible with all primary real-time PCR detection chemistries-Molecular Beacons and TaqMan probes, Scorpion primers, hybridization probes and intercalating and DNA-binding dyes, and more; 5)Excitation-Blue LEDs are factory normalized to the mean signal for each LED in the 96-array, guaranteeing highest reproducibility; 6)LED intensity decreases <0.01% over 10 years of realplwx use: highly consistent pulse signal over time and experiment-to-experiment; 7)Dynamic Range of up to 9 levels of magnitude from starting copy number; 8)Gradient function enables an optional temperature gradient of up to 20°C (24°C with S silver block systems) to be generated across 12 different rows. Allows rapid and reliable testing of different temperature in one experiment. Gradient can be used for any temperature step in the PCR program; 9)On-site installation with color calibration and assay; 10)700-program memory capability with integrated memory card for Control Panel; PC hard drive automatically stores all program runs for use with CycleManager pro; 11)Gradient function enables a temperature gradient of up to 20°C (24°C with Mastercycler pro S) to be generated across 12 different rows (24 rows with Mastercycler pro 384). Allows rapid and reliable testing of different temperatures in one experiment. Gradient can be used for any temperature step in the PCR program. Gradient is available with every Mastercycler pro thermal block; 12)Extremely fast-Maximum heating and cooling rates: 6°C/sec heating, 4.5°C/sec cooling for Mastercycler pro S. Enables completion of some PCR experiments in approx. 30 minutes; 13)Impulse PCR-initial denaturation phase is done at even higher ramp rate to reduce unspecific PCR products and decrease run times further (Mastercycler pro S only). The following factors shall be used to evaluate offers: 1) Price, 2) Warranty, and Capability to meet required specifications. The North American Industry Classification System (NIACS) Code for this acquisition is 334516, and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB term is "Destination" and Net 30. Place of delivery is NIH/NIAID, Bethesda, MD 20892. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a).
