- Redacted J&A for SP0600-09-M-9309 The Defense Energy Support Center (DESC) has made a sole source award to Global View Software, Inc. for a one-year subscription to GlobalView MarketView. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Global View Software, Inc. is the only source able to provide the unique software which DESC-RN requires. No other source for this software exists.
