- The US Army Corps of Engineers, Baltimore District, intends to award a sole source contract to Jones Lang LaSalle (JLL) for a seven-month period. The purpose of this contract is to provide professional support, financial and consultation/advisory services while a competitive solicitation is being prepared by the US Army Corps of Engineers, Baltimore District. The competitive contract is planned to be issued in November/December 2009 timeframe as a full and open procurement with award by May 2010. The previous five-year contract, awarded to JLL by the Army Contracting Center of Excellence (CCE), was intended to take this work into 2012. It was erroneously allowed to expire without exercising the first of four options. CCE awarded a one year bridge contract to continue the services until September 29, 2009. A contract for consulting support services is required in order to maintain consistence in the consulting services for professional financial and real estate development services to the Military Housing Privatization Initiative Act (MHPI) Residential Communities Initiative (RCI), Family Housing (FH) and Unaccompanied Personnel Housing (UPH) (single Soldier housing and junior Soldier Barracks Privatization Initiative (BPI)), and Privatization of Army Lodging (PAL), and other associated non-MHPI public/private initiatives (PPI) as needed while the new acquisition is being prepared for competitive solicitation. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. If no requests are received by 4:00 pm eastern time on September 18, 2009, the government reserves the right to execute a contract with JLL without publishing a solicitation. A determination by the government not to compete this proposed award based on this notice is solely within the discretion of the government.
