Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12 Commercial Items acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-36. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code, 334516 is to notify contractors that the Food and Drug Administration (FDA) intends to award a contract in accordance with FAR Part 13.106 for the following brand name or equal laboratory equipment. This solicitation is issued as Request for Proposal (RFP) No. FDA-09-1059629. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. 1. EQUIPMENT - PA 800 Plus Pharmaceutical Analysis System, which includes these components and capabilities: a) High resolution separation module, b) High sensitivity modular detection system including, c) UV, photodiode array, and LIF 488nm Solid State laser module, c) Sample storage temperature control, d) Capillary temperature control, e) High speed system controller with integrated data, f) analysis capability, g) Pre-loaded, validated turn-key methods and system application guide, h) Starter kit including necessary hardware supplies for system operation, i) Installation Qualification (IQ) and Operational Qualification (OQ), j) System installation and training MINIMUM SPECIFICATIONS - The capillary electrophoresis system must meet the following minimum specifications, and key and unique capabilities. a) Capillary Liquid Cooling. A capillary that is cooled by a fast flowing liquid at temperatures from 15 to 60 C, b) Samples are temperature controlled with electronic heating and cooling while waiting for injection. Temperature range of 5 to 60 C. Samples are temperature regulated separately from buffers (buffers are ambient), c) Sample introduction from 2ml autosampler vials, microfuge tubes, 200 ul inserts and 96 well plates, d) Dual 35 ml buffer reservoirs are available, e) A modular detector design with easy change between ultraviolet, photodiode array (PDA) and laser induced fluorescence, f) PDA with a built in mercury lamp for a second way of checking the wavelength accuracy, g) Laser induced fluorescence detector with single or dual wavelength excitation and emission, h) Ability to connect up external detectors such as Mass Spectrometers with the capillary cooled out to the external detector, i) Automated Method Development, with sample and buffer incrementing. There is no need to created separate methods to vary key method parameters (i.e. go to each buffer pair that you are testing), j) Capillary electrophoresis (CE) Specific Data Processing special math algorithms such as Mobility and Ceasar peak detection that are needed for better CE data, with true voltage measurements, k) Software that can identify a peak by its migration time or mobility and its wavelength spectra. Both must match to get an identification, l) Software that includes separate icons for each person and/or project to be able to return to where they were even after someone else uses the CE, m) Laser Induced Fluorescence Detector : 1)The detector is an integrated part with all control with the normal software. 2) Dual laser input with the ability to hook up two lasers for dual wavelength excitation. 3) Dual emission wavelength detector. This can be used with one or two wavelength excitation. 4)Includes the argon laser for excitation at 488 nm, o)Patented applications chemistry kits for isoelectric focusing, carbohydrate analysis, and molecular weight sizing under reducing and non-reducing conditions. ITEMS TO BE PURCHASED - a) ST LIF 488 Service Contract for one year extended warranty service, One Year Extended Warranty Service #A04903, 1 each, b) ST PA 800 Service Contract, one year extended warranty coverage #A11760, 1 each, c) PA800 plus Start-up Chemistry #A81010, 1 each, d) PROTEOMELAB(TM) SDS-MW Analysis Kit #390953, 1 each, e) eCAP™ cIEF 3-10 Kit #477490, 1 each with these features: 1) eCAP™ Capillary Iso Electro Focusing kit is commonly used for purity assessment identity, monitoring of degradation products, micro heterogeneity analysis, clinical diagnosis and analysis of complex protein mixtures, 2) Provides rapid determination of iso elec points to within 0.05pI units, 3) the ampholyte range covers a range from pH 3.0 to 10.0 4) stringent quality control of our chemistries and the patented temperature controlled features of the P/ACE™ provides RSD's of less than 2% and pI linearity of better than 0.994, f) cIEF Peptide Marker Kit #A58481, 2 each, g) Vial, Common, Molded, (bag of 100) #A62251, 1 each, h) Cap, Vial Buffer, Package of 100 #A62250, 1 each, i) Electrode Assembly #A47775, 1 each. 2. DELIVERY required within 60 days from receipt of the contract. 3. CCR Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract.
