- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for the Emergency Dry-Dock and Repair of the USCGC ELM (WLB-204), a 225-Foot, A Class, Seagoing Buoy Tender at the contractors facility. The acquisition will be solicited as a Total Small Business Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items.. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about September 14, 2009 at http://www.fbo.gov/. Please sign up for the Auto Notification service to receive e-mail from FEDBIZOPPS when an action is taken under this solicitation. The NAICS is 336611. The homeport of the vessel is 2301 E. Fort Macon Road, Atlantic Beach, NC 28512. All work will be performed at the contractor’s facility. The performance period will be forty two (42) calendar days with a start date on or about 5 October 2009. Accelerated costs for an early completion (shorter performance period) will be considered during the evaluation of the quotes received. Specific details will be included in the RFQ at the time of issuance. The scope of the acquisition is for emergency dry-dock repairs to the USCGC ELM (WLB-204), including but not limited to the following Definite and Option items: Inspect and Overhaul Main Reduction Gear; Install New Main Engine Resilient Mounts; Propulsion System Alignment; Remove, Inspect, and Reinstall Propeller Shaft; Inspect Controllable Pitch Propeller System; Remove, Inspect and Reinstall Rudder Assembly; Routine Drydocking; Provide Temporary Logistics; Provide Support for Performance of Sea Trials Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The simplified acquisition will be issued as a best value Request for Quotes (RFQ). Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
