Revised Synopsis/Solicitation - Uploaded 9/11/09 Synopsis/Solicitation Question Response September 10, 2009 - Uploaded Revised Synopsis/Solicitation and Questions and Answers ***************************************************** Notice Type: Combination Synopsis/RFQ Solicitation RFQ #: 10PCS-09-0143 Response Date: September 14, 2009 Original Set Aside: N/A Classification Code: S112 - Utilities and Housekeeping Services NAICS Code: 221 - Utilities/221119 - Renewable Energy Synopsis: This a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice constitutes a Request for Quotes (RFQ). The General Services Administration (GSA) is requesting quotes from Renewable Energy Generation suppliers to provide renewable energy through the purchase of renewable energy certificates for three (3) General Service Administration facilities located in Anchorage, Fairbanks and Juneau, Alaska. Renewable Energy Certificates (REC) must meet the definition of renewable energy for Federal agency purposes. Purchase will be for a total quantity of renewable energy certificates varying between, 1,000,000 kWh per year and 2,000,000 kWh per year for a one year base with two - one year options. Purchase amount may vary between 1,000,000 kWh and 2,500,000 kWh annually. Option year funding is Subject to Availability of Funds. Vendor will be given 60 days notice of Government intent to exercise option periods. Third party verification/certification (Attestation) must be provided prior to payment for renewable energy certificates. STATEMENT OF WORK RENEWABLE ENERGY CERTIFICATES FOR GSA FACILITIES IN ALASKA 1) Background: The Federal Government is required to purchase at least 5% (for 2010) of their electrical energy usage as Renewable Energy in accordance with the Energy Policy Act of 2005. In addition, the Executive Order 13423 mandates that at least 50% of the renewable energy be from resources brought on line after January 1, 1999. This purchase will cover a portion of the electricity use for three GSA facilities in Alaska. In addition, the Renewable Energy Certificates (RECs) must meet the definition of renewable energy for Federal agency purposes. Renewable energy meeting Federal agency qualifications is outlined in the "Renewable Energy Requirement Guidance for EPAct 2005 and EO 13423" available at: http://www1.eere.energy.gov/femp/pdfs/epact05_fedrenewenergyguid.pdf 2) Procurement History: General Services Administration renewable energy purchases for the past three (3) years for the below referenced facilities have ranged from 1,500,000 kWh to 2,000,000 kWh per year. KWhs referenced within this document are based on ten percent (10%) of total electricity usage for each facility and will vary from on an annual basis. GSA anticipates a RECs purchase of no less than 1,000,000 kWh and a kWh purchase of no more than 2,500,000 kWh per year annually through September 30, 2012. 3) 2009 REC Requirements: • Anchorage Federal Building/US Courthouse (AK0031/32AA) - 825,000 kWh (67,667 kWh per month) • Fairbanks Federal Building (AK0029ZZ) - 225,000 kWh - (16,667 kWh per month) • Juneau Federal Building (AK0013ZZ) - 450,000 kWh - (58,333 kWh per month) 2009 Total quantity: 1,500,000 kWh 100% of the RECs that the Contractor provides must come from renewable resources that became operational after January 1, 1999. To verify compliance, the Government requires the Contractor to provide an annual report verified and certified by an independent third party auditor. The annual reporting period shall be September 1, 2009, through August 31, 2010; additional reporting periods will be September 1, 2010 through August 31, 2011 and September 1, 2011 through August 31, 2012 upon exercise of option periods. The following are acceptable sources third party verification: Environmental Resources Trust, Green-E, Independent Auditors Report, TerraChoice, and State/Regional Verification methods Approved by a State Government/Public Utilities Commission/Regional Power Pool. The RECs content must be a minimum of 20% from qualified sources within Alaska. The remaining 80% must be generated from qualified sources within the Western Electricity Coordinating Council (WEEC) territory. 4) Billing and Payment The Contractor may submit their invoice for one payment after delivery and receipt of the Annual Report/Verification Documentation (Attestation). 5) Contractor Submittal Information: Pricing per kWh October 1, 2009-September 30, 2010____________________ Pricing per kWh October 1, 2010-September 30, 2011____________________ Pricing per kWh October 1, 2011-September 30, 2012____________________ 2009 Independent third party auditor/verification: __________________________________ (Must be updated annually) RECs content and source(s) ________________________________________________ (Must be updated annually) _______________________________________________________________________ 6) Instructions to Offerors: Quotes are due no later than September 14 2009, 2:00 p.m. Pacific Time. Quotes may be submitted electronically to tracy.mals@gsa.gov, or by US Mail to Tracy Mals, 10PMMQ, 400 15th St., SW, Auburn, WA 98001. The procurement method will be a Request for Quotes conducted in accordance with FAR Part 13 (Simplified Acquisition Procedures). This announcement constitutes the combined synopsis solicitation. Award will be made on or about September 21, 2009. No bidders list will be maintained by this office. Firms interested in submitting quotes must: (1) complete the pricing per kWh for base and option periods, (2) complete all representations and certifications found in the required clauses, (3) ensure current registration in the Central Contractor Registration database (http://www.ccr.gov ). The Government intends to award a firm fixed price contract vehicle for renewable energy certificates. The Government plans to award a contract to the Contractor that submits a quote that results in the best value to GSA. Award objective will be based on overall price for base period and two - one year option periods and the quote that offers the Best Value for the funds expended.
