- Computer Servers of Various Configurations THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUEREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEIGN REQUESTED, AND A WRITTEN SOLICITATION DOCUMENTS WILL NOT BE ISSUED. This solicitation is a request for quotation (RFQ). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 with a size standard of 100 employees. This acquisition cannot be set aside for small business because there is no SBA waiver to the non-manufacture rule for NAICS code 423430. This requirement is being competed as an unrestricted full and open competition. Only quotes from responsible authorized sources will be considered. Brand Name Justification: The NIST Office of the Chief Information Officer Enterprise System Division’s (ESD) is seeking to acquire various server configurations for software testing. The specific configurations indentified in the Items Numbers 0001, 0002, 0003 are required because is going to be used for testing, debugging, and performing algorithmic scaling studies. Each system must be configured differently in order to satisfy these requirements. The following Section 508 standards apply to this acquisition (see www.section508.gov for more information): 1194.26 Desktop and portable computers 1194.41 Information, Documentation and Support APPLICABLE PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this solicitation: 52.212-1 52.212-3 52.212-4 52.212-5, including 52.222-50, 52.233-3 and 52.233-4 in paragraph (a) (1) and the following fill-ins in paragraph (b): 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33 ***All interested offerors shall provide a quote for the following line item: Item 0001; 8-socket AMD Istanbul Opteron computer server with eight Opteron 8435 2.6 GHz 6-core processors in a rackmount chassis with slide rails, redundant power supplies, DVD-ROM and floppy drives, 64 GB of DDR2 800 MHz ECC/Registered memory, eight 1.0 TB 7200 RPM SATA disks, Areca ARC-1261ML 2 GB cache SATA RAID card with battery backup, 1U 19" rackmount monitor with keyboard & touchpad. No operating system required. Severs must be fully functional with Red Hat Enterprise Linux 5.3 64 Bit. Form Factors (3U, 4U, 5U) of computer servers may vary as required. Vendor has a maximum of 30 days after delivery to correct any deficiencies Quantity: 1; Unit: EA Minimum Warranty Requirement: 2 years Item 002: 2-socket Intel Xeon compute server with two Xeon X5570 Nehalem 2.93 GHz quad core processors, redundant power supplies, DVD-ROM and floppy drives, 48 GB of DDR3 1333 MHz ECC/Registered memory, sixteen 1.0 TB 7200 RPM SATA disks, Areca ARC-1261ML 2 GB cache SATA RAID card with battery backup, 1U 19" rackmount monitor with keyboard & touchpad. No operating system required. Servers must be fully functional with Red Hat Enterprise Linux 5.3 64-bit.Xeon compute server with 1333 GHz memory must meet STREAM benchmark greater than 35 GB/sec. System must be fully functional without any memory errors or warnings at rated speeds. Quantity: 1; Unit: Ea Minimum Warranty Requirement: 2 years Item 0003 2-socket Intel Xeon compute server with two Xeon X5570 Nehalem 2.93 GHz quad core processors, redundant power supplies, DVD-ROM and floppy drives, 96 GB of DDR3 1066 MHz ECC/Registered memory, sixteen 1.0 TB 7200 RPM SATA disks, Areca ARC-1261ML 2 GB cache SATA RAID card with battery backup, 1U 19" rackmount monitor with keyboard & touchpad. No operating system required. Form factors (3U, 4U, 5U) of computer servers may vary as required. Servers must be fully functional with Red Hat Enterprise Linux 5.3 64-bit.Xeon compute server with 1066 GHz memory must meet STREAM benchmark greater than 32 GB/sec. System must be fully functional without any memory errors or warnings at rated speeds. Quantity: 1 Unit: EA Minimum Warranty Requirement: 2 years ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include— (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Terms of any expressed warranty; (4) Price and discounts terms; (5) Evidence that the offeror is authorized by the original equipment manufacturer to sell the required line item; (6)Proposed solution for items 0001, 0002, and 0003 should note reliability, cooling, efficiency and noise reduction features (7) Required delivery: No later than 30 Days after the contractor acceptance of order. (8)Delivery shall be FOB destination to: National Institute of Standards and Technologies Building 301 Shipping and Receiving 100 Bureau Drive Gaithersburg, MD 20899 (9) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (c)Period of acceptance of Offers. The offeror agrees to hold the price in its offer firm for 30 calendar days from the dates specified for receipt of offers, unless another time period is specified in an addendum to the solicitation All quotes shall be received not later than 09/17/2009 at 2:00 Pm EST. at ricardo.cordero@nist.gov. Faxed quotes will not be accepted. EVALUATION FACTORS FOR AWARD *** Factors are: a) Extent to which offered solution meets or exceeds Minimum specifications for items 0001, 0002, 0003 b) Price The government intends to award a purchase order to the responsible offeror whose technically acceptable quotation represents the lowest price.
