Place of Performance: US Army Research, Development & Engineering Command Contracting Center, Adelphi Contracting Division Aberdeen Proving Ground APG MD 21005-5001 8. Description: The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on the need to maintain data consistency and reproducibility. The Government intends to solicit and negotiate with Q-Lab Corporation, 800 Canterbury RD, Cleveland OH 44145-1419, for outdoor exposure of painted coupons. The contractor shall perform services consisting of exposure to natural sunlight concentrator, wash, measurement of gloss and color while tracking blistering, cracking, flaking and other physical damage and visual inspections resulting in a modification to W911QX-07-P-0611. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
