- This contract is for the reclamation of the Kinzer Hollow Fill Failure emergency project located in Decoy, Knott County, KY. The work under this contract will consist of: 1) mobilization and demobilization of the contractor's labor, equipment and materials; 2) access road improvement; 3) clearing and grubbing; 4) excavation and disposal of slide material; 5) excavation and regrading of landslide toe to establish access road; 6) construction of rock check dam and core drains; 7)permanent drainage conrol including stream cleanout; and 8) revegetation of all disturbed areas. The estimated cost range is under $200,000 - 270,000. The North American Industrial Classification System (NAICS) code for this acquisition in 237990. The small business size standard is $31.0M. A PREBID CONFERENCE WILL BE HELD ON 09/21/09 @ 3:30 PM. PROSPECTIVE BIDDERS ARE TO MEET AT THE JUNCTION OF ROUTE 80 AND ROUTES 1087/1098 IN SHOFT SHELL, KNOTT COUNTY, KY (SEE ATTACHMENT 3 FOR DIRECTIONS TO THE SITE). The complete solicitation package (IFB and attachments) are being mailed to OSM's pre-established bidders list for drilling in the area where the work is to be performed. In addition, the IFB and attachments, along with the synopsis have been posted on FedConnect which is linked to FedBizOpps. Prospective bidders not on the OSM bidders list can obtain copies of the solicitation package electronically from FedConnect or FedBizOpps. Prospective bidders not on the OSM pre-established bidders and not having obtained an electronic copy of the solicitation and in attendance at the pre-bid conference will be provided a hard copy of the solicitation package (IFB and attachments) at the scheduled pre-bid conference. Bids will be opened on September 28, 2009. An original hard copy of the completed and signed IFB along with a 20% BId Guarantee, Section K Reps and Certs and completed AML Contractor Information Form are due at the depository in 3 Parkway Center, Pittsburgh, PA 15220 on September 28, 2009 @ 2:00 pm. Electronic and/or faxed bids will not be accepted. Contractors doing business with the Government are required to have a DUNs number, register in the Central Contractor Registration at ccr.gov data base and complete on line representations and certifications at orca.bpn.gov.
