- NASA/GSFC has a requirement for:-one(1)INN 204 Mephisto 500 mW @ 1064 with control electronics included.-one(1)INN NEO Noise Eater Option-one(1)Fiber coupling option with 1 meter fiber-one(1)INN Fast amplitude modulationto include a 24 month warranty, excluding diode lasers. Warranty on diode lasers at 6months.NASA/GSFC intends to purchase the items from LINOS Photonics, Inc. pursuant to FAR 13.106for the acquisition of supplies or services determined to be reasonably available fromonly one source. The laser is being purchased to replace an existing laser that hasfailed. The specified laser is the only commercially available off-the-shelf fiber laserthat both meets or exceeds the technical specification of the laser it is intended toreplace.The Government intends to acquire a commercial item using FAR Part 12.DO Rating is DO-C9. The synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00 p.m. local timeon September 25, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRogenia.M.Burton-Penderga@nasa.gov no later than September 18, 2009 or via facsimile at301-286-1720.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
