- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number AG-3144-S-09-DK02 applies and is issued as a Request for Quotation (RFQ) in conjunction with FAR Part 13, Simplified Acquisition. The USDA OCIO ITS Office has a Brand Name requirement for software licenses and software support. STATUTORY AUTHORITY: The proposed contract shall be awarded without full and open competition under 10 U.S.C. 2304(c)(1). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The NAICS code is 423430 and the applicable size standard is 100 employees. The anticipated contract type will be a fixed price purchase order. This procurement is set-aside for small business. The Government’s need is for: ITEM NUMBERDESCRIPTIONQUANTITY AD-SCB-SN-520-10-R or EqualAirDefense Maint. Support for One Sensor Hardware Unit30 each (PoP Oct 1, 2009-Sep 30, 2010) AD-SWS-AS-ANFL-10 or EqualAirDefense Maintenance for One Full WIOS Sensor License30 each (PoP Oct 1, 2009-Sep 30, 2010) AD-SCB-SV-1250-10 or EqualAirDefense Maintenance for One 1250 Server 3 each (PoP Oct 1, 2009-Sep 30, 2010) AD-SWS-MB-SW2G-10 or EqualAirDefense Maintenance Support for One Mobile License 6 each (PoP Oct 1, 2009-Sep 30, 2010) Evaluation Factors: The Government intends to make single award to the responsible offeror whose offer is the most advantageous to the Government considering overall best value, price and non-price factors considered. Responsible offeror must be active in the Central Contractor registration in accordance with FAR 52.204-7. DUNS, TIN, and CAGE Code must be written on submitted quote. Offers must be received no later than 5:00 p.m. Mountain Time, Tuesday, September 15, 2009. This requirement is for a brand-name product. The USDA OCIO ITS office has an existing AirDefense licenses. Significant time and resources have been invested in the existing infrastructure, training investment and configuration builds. The resources associated with employing a new product do not support justification to pursue other brand names at this time.
