- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to XyEnterprise, 101 Edgewater Drive, Wakefield MA 01880, for the acquisition of technical services to modify the LiveContent software to address changes identified by the US Navy Configuration Board (CCB) to support a common look and feel for Navy IETMS produced by LiveContent from either S1000D or MIL-M-24784C data. This procurement is sole source for the following reasons. SDL XySoft is the creator and maintainer of LiveContent, which has been purchased by the US Navy for IETM generation and delivery of S1000D and 24784C based IETM deliverables. LiveContent is a commercial off the shelf (COTS) product and SDL XySoft, as the creators and maintainers of the product are the sole source provider of services that impact the available functionality of the product. These changes can only be provided by SDL XySoft, as copyright holders, for the COTS LiveContent product. FSC Code: D308 NAICS Code 541511 applies. SBA Size Standard is $25.0M
