Description
The National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration (NOAA) is issuing a notice of intent to negotiate a sole source procurement with Carnitech US, Incorporated on behalf of the Ecosystems Survey Branch of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) in Woods Hole, MA. The requirement is to provide three Marel M2200 PL2210 Marine Platform scales to be used to weigh fish and transmit data to an existing at sea data collection program called the Fisheries Scientific Computing System (FSCS). The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only one responsible source. Carnitech US, Incorporated is the sole United States supplier of these Marel M2200 PL2210 Platform Scales. To be considered, interested parties must be able to demonstrate their ability to provide the required Marel scales. Firms must furnish detailed specifications and descriptions to demonstrate their capability to provide the item and satisfy the Government’s needs. Capability information shall include, at a minimum, name, telephone numbers and address of concerns for which you have previously furnished this supply, and detailed narrative that describes your ability to provide this supply as specified. Interested parties must respond within (7) seven days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to the only known source, Carnitech US, Incorporated. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12, Commercial Items. The NAICS code is 333997. The Government intends to solicit and negotiate with only one known source. However, all proposals received within 7 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Carnitech US, Incorporated whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is required that all contractors doing business with the National Oceanic and Atmospheric Administration, National Marine Fisheries Service must be registered with the Central Contractor Registry (CCR). Award cannot be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government urges all contractors to submit their Certification and Representation thru the on-line Business Partner Network (BPN).
