- This requirement is for web hosting services for the IRS' Public User Portal (irs.gov). The awarded contract is Indefinite Delivery Indefinite Quantity, with both firm fixed price and time and material components. The time and materials component is required because it is not possible to estimate accurately the extent or duration of the work or to anticipate costs with any degree of confidence for the enhancements and software development requirements. This action was awarded non-competitively to Accenture LLP as this contractor is the single source that can provide the required services within the acceptable time, cost and risk parameters. The mission criticality and technical complexity of the portals dictate that there are no disruptions to the services provided to taxpayers and practitioners. Accenture is the only service provider who can provide this service during the contract period of performance. The IRS must retain the contractor expertise on the project since it is imperative to maintain steady progress until the completion of a competitive acquisition.
