- PROJECT DESCRIPTION The Fremont-Winema National Forests, located in southeastern Oregon with offices in both Lakeview and Klamath Falls, is seeking a qualified firm to provide Architect-Engineer Services for the structural analysis, testing, evaluating, and reporting of any deficiencies encountered on elevated lookout towers. The Contractor shall also recommend any repairs or maintenance items found during the condition surveys. The Contractor shall inspect and test each of the elevated lookout towers for, but not limited to, any wood or metal fatigue, dry rot, guy wire tensions, faulty wood or metal connectors, foundation deterioration, framing deficiencies, etc. The purpose of this evaluation work is to ascertain whether the lookouts are structurally sound and habitable. Accomplishing the work will require a variety of equipment and tools. The Contractor is to accomplish the evaluation, testing, and condition surveys at each site. The Contractor is responsible for supplying all materials, labor, tools and equipment required to complete the work. Accomplishing the work will require a variety of equipment and tools. The Contractor shall make as little impact on the existing structure(s) as possible to accomplish the work. The Contractor shall not interfere with employees manning the towers during the fire season. The Contractor shall keep the Inspector/COR advised at all times concerning scheduling and completion of each tower site. PROJECT LOCATION The project sites are located on various mountaintops throughout both Klamath and Lake Counties, Oregon. All sites are located within a 75-mile radius of either Klamath Falls, Oregon, or Lakeview, Oregon. The type of structure (wood or metal) and its location are identified in the following list: Bald Mountain Lookout -- Wood -- T26S R11E S.36 Dog Mountain Lookout -- Wood -- T40S R17E S.9 Horsefly Mountain Lookout -- Wood -- T38S R14E S.22 Lookout Rock Lookout -- Wood -- T36S R16E S.22 Spodue Mountain Lookout -- Wood -- T36S R16E S.22 Sugarpine Mountain Lookout -- Metal -- T28S R9E S.25 CONTRACT TIME The estimated start work date is October 1, 2009. There will be 365 days of contract time. The proposed contract is 100% set aside for small business concerns with a NAICS Code of 541330. The size standard is $4.5M (average annual gross revenue for the last 3 fiscal years). Please note: THERE WILL BE NO SOLICITATION TO FOLLOW THIS ANNOUNCEMENT. The Short Selection Process will be used for this project. Criteria to be evaluated in determining the highest-ranked three firms include: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location of the firm within the general geographical area of the Fremont-Winema National Forests, southeastern Oregon and knowledge of the locality of the project, provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. No award will be made to a firm without a valid, current record in the Central Contractor Registration database. This database can be accessed at www.ccr.gov.
