- 1. GENERAL INFORMATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), number Q8400090089 in accordance with FAR parts 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. 2. SMALL BUSINESS SET ASIDE. The proposed contract is 100% set aside for Small Business Concerns under North American Industry Classification System (NAICS) Code 441221. The small business size standard is $7.0 million. All responsible small businesses may submit a quotation which shall be considered by the National Park Service (NPS). The Government intends to issue a firm-fixed price contract to the responsible offeror with the lowest total price. 3. DESCRIPTION: This acquisition consists of two line items. Item 0001 - 2 each Can-Am Outlander Max 800 LE all terrain vehicle with track kits. Unit price shall include vehicle, track system, parts and labor to mount track system, and all applicable CA state fees and taxes (such as but not limited to CA Tire Fee) exclusive state sales tax. Item 0002 - 1 each Trailer to transport two Can-Am Outlander vehicles at one time. Trailer shall have a corrosion resistant metal bed. A 3-place ATV trailer is recommended. Quote shall include make and model number as well as price. 4. DELIVERY: All items shall be delivered FOB Destination to Lassen Volcanic National Park, 38050 Hwy 36E, Mineral, CA 96063. 5. EVALUATION CRITERIA The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation to the responsible offeror with the lowest overall price. 6. SPECIAL NOTE: Federal Acquisition regulations require that prospective contractors must be registered in the Central Contractor Registration (CCR) database and have completed online Reps and Certs prior to award. Due to the short time available to complete this award and the length of time required to process registrations, all vendors wishing to be considered for this solicitation must initiate CCR entry by the date of proposal submission. Quotations received from offerors who have not successfully and completely registered in CCR and completed Reps and Certs by the anticipated award date will be considered non-responsive and will not be considered. CCR registration may be completed at http://www.ccr.gov. Online Reps and Certs may be completed at http://orca.bpn.gov/publicsearch.aspx. CCR registration typically requires five to seven business days for completion. 7. QUOTATIONS: Quotations shall include (1) the unit price and total lump sum price for specified ATVs, (2) make, model and unit price for trailer, (3) business name, (4) DUNS number, (5) business address, (6) business phone, (7) Name of person making the offer, and (8) date. Offers shall be clearly marked "LAVO ATV" and may be submitted via e-mail to Kay Crowthers at Kathryn_Crowthers@nps.gov; fax to 707-464-5846; or mailed to Kay Crowthers at 111 Second Street, Crescent City, CA 95531. Quotes shall be submitted to insure receipt by 5:00 pm local time, Crescent City, California, Friday, September 18, 2009. The anticipated award date is on or about Tuesday, September 22, 2009. 8.
