- Description
- NASA/GSFC has a requirement for software which will correctly translate Trackingand Data Relay Satellites (TDRS) spacecraft Local Operating Procedures (LOPs) in itsoriginal sealed manufacturer packaging. The contractor shall provide four softwarelicenses to be valid for one year from the date of installation of the software onNational Aeronautics and Space Administration (NASA) owned computers. The contractorshall also provide training in the use of the specified software to be provided for fourpersons at the NASA Goddard Space Flight Center (GSFC) Build Analysis Test Center forArchitecture, Validation and Evaluation (BATCAVE). The training of the four personsshall take place at a time scheduled in agreement between the BATCAVE manager and thesoftware manufacturer representative upon installation of the specified software on theNASA provided computers. The contractor shall propose (based on need) different levelsof technical support for a flat fee after the software has been installed.The software shall perform the correct translation of operation procedures written ineXtensible Markup Language (XML) to EPOCH (trademark of Integral Systems Inc.) IntegratedSpacecraft Test and Operations Language (STOL). The installation of the specifiedsoftware shall take place no later than October 5, 2009.The contractor shall provide personnel with the expertise to train four persons at theNASA/GSFC BATCAVE in the correct use of the specified software using NASA/GSFC furnishedcomputers beginning not later than October 13, 2009.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. Multiple awards may be made.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than September 15, 2009. It is the quoter's responsibility to monitor this sitefor the release of amendments (if any).
