- AMENDMENT 04 FOR PRE-SOLICITATION NOTICE FOR ARTIFICIAL LIMBSVA-241-09-RP-0316 Tuesday, September 8, 2009 Further to our Pre-Solicitation Notice Amendment dated July 30, 2009, the Department of Veterans, VA Boston Healthcare System, would like to amend the following: The procurement is Unrestricted - Insufficient Small Business to serve all the VISN 1 locations. Solicitation No. VA-241-09-RP-0316 will be posted on FBO until further notice. Justification for Unrestricted - Insufficient Small Business ARTIFICAL LIMBS FOR VISN 1 VISN 1 has an ongoing program to furnish artificial limbs and related services to the veterans that require them and are eligible for assistance. It is VA's intention to solicit proposals and award approximately 35 contracts for Unrestricted - Insufficient Small Business to serve all the VISN 1 requirements under the authority of Title 38 U.S.C. Section 8123. The vendors must have the followings: "Certificate(s) approved by American Board for Certification in Orthotics and Prosthetics (ABC) and/or Board for Orthotist-Prosthetist Certification [Accredited Facilities Program] (BOC) ;"Inspection successfully passed by the Chief of Prosthetics;"The Certificate(s) of the Prosthetist(s) who is/are working with the VA patients;"Reputed Past Performance;"VA 2793;"The records of Competence/Performance Level of the Contractor employees who participate in this contract are in accordance with Joint Commission, CMS and other regulatory body requirements. Market research was conducted using SBA, CCR, GSA and the internet. No Service Disabled Veteran Owned small businesses were found who could meet the requirement. However, VOSB and small business were found who could meet the requirement. VISN 1 Contracting of VA Healthcare System shall therefore post a Request for Proposal via FedBizOpps for the requirement regarding the Pre-Solicitation Notice for the requirement. I certify that this justification is accurate and complete to the best of my knowledge and belief and to be in the best interest of the government.
