Van Zandt Medical Center2907 Pleasant Valley BoulevardAltoona PA 16602-4377 SUBJECT: Sole Source / Sole Brand Justification Sole Brand - Must be a specific manufacturer's item, although this can be acquired from more than one vendor.Sole Source - Only one vendor is capable of delivering the specific supply and / or service. 1.In accordance with Federal Acquisition Regulation (FAR) 6.303-1 which states: A contracting officer shall not commence negotiations for a sole source contract, commence negotiations for a contract resulting from an unsolicited proposal, or award any other contract without providing for full and open competition unless the contracting officer- (1) Justifies, if required in 6.302, the use of such actions in writing; (2) Certifies the accuracy and completeness of the justification; and (3) Obtains the approval required by 6.304, which states:The justification for other than full and open competition shall be approved in writingFor a proposed contract not exceeding $500,000, the contracting officer's certification required by 6.303-2(a) (12) will serve as approval unless a higher approving level is established in agency procedures. 2.The following applicable information shall be provided to this office on all future SOLE SOURCE / SOLE BRAND JUSTIFICATIONS.(a) Each justification submitted shall contain sufficient facts rationale to justify the use of the specific authority cited. 3.This is to request that the Altoona VAMC Contracting Office initialize the Sole Source Procurement under Federal Acquisition Regulation (FAR) 6.3 for the following items: MANUFACTURER NAME DiFrango Business ServicesADDRESS 803 Carlisle Ln. Altoona, PA 16602 FAR PART 6.3ITEM DESCRIPTION & PART # (if applicable) JUSTIFICATION(6.302-X)Consulting services as specified in narrative6.302-1 Justifications for Sole Source Procurement 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The VA Medical Center, Altoona, PA is in need of consulting services in the following area: Financial Management for the period September 1, 2009 thru at least December 31, 2009. DiFrango Business Services has access to key individuals uniquely qualified to provide the services required. Financial Management - Services require to provide training in Financial Management techniques to current staff of the Fiscal Service. Consultant will assist in the development of the FY 10 Budget Plan for the Medical Center including but not limited to: the initial preparation, review of the development of the Service Level Plans, and review of all documents prior to the submission to the Associate Director. Consultant will also make recommendations to the Fiscal Officer on specific tactics regarding the execution of the FY 10 Budget Plan. Consultant will also assist with the bi-weekly payroll analysis and the FY09 fiscal year close out. Key Staff Ron DiFrango - Financial Management - 42 years experience with VA Financial Management. Fully understands the financial operations of VA within the constraints of Veterans Integrated Service Network #4 and the VA Medical Center. Mr. DiFrango has a current background investigation and necessary privacy and cyber security training.
