- The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a Sole Source Basis with the Sprint Spectrum L. P. under the authority of FAR 6.302 for Penn Register service. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Penn register service will be utilized until project is completed. Award will be based on meeting the specifications listed and it will be on an All or None basis. An award will be made utilizing the simplified acquisition procedures under FAR Subpart 13.5. Awardee must be registered in the Department of Defense's (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT). The NAICS code is 517210.
