- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a contract to Northrop Grumman Guidance and Electronics, 21240 Burbank Blvd, Woodland Hills, CA 91367, on a sole-source basis for the acquisition of ten (10) gyroscopes for gimbals in the Coastal Battlefield Reconnaissance and Analysis (COBRA) Engineering & Manufacturing Development (E&MD) units. This procurement is sole source for the following reasons. Northrop Grumman Corporation is and has been the sole developer of the COBRA system since 2001. Northrop Grumman Electronics is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully manufacture the required gyroscopes. Use of any other vendor would result in substantial duplication of cost and given the limited number of systems being acquired these costs would not be recovered through competition. Delivery will be to the Naval Surface Warfare Center Panama City, 110 Vernon Avenue, Panama City, FL 32407. The North American Industrial Classification Code (NAICS) is 334511. The resultant contract shall be a firm-fixed price purchase order.
