Description
DESIGN/BUILD HC-130, MC-130 FLIGHT SIMULATOR FACILITIES, KIRTLAND AIR FORCE BASE, BERNALILLO COUNTY, NEW MEXICO. The proposed procurement is a Small Business Set-Aside. Only offers from qualified Small Business Concerns (as determined by the Small Business Administration) will be accepted. Offers received from concerns that are not certified by the Small Business Administration shall be considered non responsive and will be rejected. NAICS is 236220/SIC 1541, with a size standard of $33,500,000.00. The magnitude of construction for this project will be more than $10,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 23 September 2009, with proposals due on or about 12 November 2009. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of the design and construction of the HC-130 and MC-130 Simulator Facilities at Kirtland Air Force Base, New Mexico. The Simulator Facilities will provide a one story addition to the existing HC-130 Simulator Facility (Building 950). The HC-130 Simulator Facility is a 11,507 square foot (1,069 square meter) including one 50 high 60x60 bay with a rollup door, mission planning, multi-purpose rooms, IG rooms, cockpit procedures room, and conference rooms on a Classified Secure side. In the unclassified area there is office space, a break room, conference room, classrooms, and trainer rooms. The MC-130 Simulator Facility is a 13,186 square foot (1,225 square meter) including one 50 high 60x60 bay with a rollup door, mission planning, multi-purpose rooms, IG rooms, cockpit procedures room, and conference rooms on a Classified Secure side. In the unclassified area there is office space, a break room, conference room, classrooms, and trainer rooms. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a firm-fixed price contract.
