- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONFAR 6.302-1 41 U.S.C. 253 (c) (1) The Department of Veterans Affairs, VISN 7, VA Medical Center Birmingham, AL intends to negotiate a sole source procurement under the authority of FAR 6.302-1, with National Hospice and Palliative Organization Inc. for 5600 each Hospice & Palliative Care Ribbons Lapel Pins, 32 each 11x 17 Posters and 8 each Table Skirts. This notice of intent is not a REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their experience in providing this equipment to the Contracting Officer via fax 478-274-5866. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. All responses must be received not later than 12:00PM Noon CT on 9/11/2009. E-mail:james.Rose3@va.gov or fax 478-274-5866. The Request for Quotation (RFQ) number is VA-247-RQ-09-0340.
