Description
The VA Pittsburgh Healthcare System is has an ongoing program for Orthotic devices which includes the evaluation, manufacture, fitting and adjustment of Orthotic devices by its qualified Orthotist. It is the VA's intention to solicit quotations and award a single contract on a competitive basis. The Solicitation will be posted approximately thirty (30) calendars after this notice.Contractor shall provide service including Veterans who are eligible for prosthetic services may be provided with arch supports, shoe modifications, functional foot orthotics, depth inlay shoes, healing shoes, custom-made orthopedic shoes, and alternative footwear. Footwear and modifications must be prescribed by the appropriate clinician and in accordance with the 1173 Handbook.An orthosis is a device fitted externally to an anatomical portion of the body to influence motion by assisting, resisting, blocking, or unloading part of the body weight. An orthosis may be used to correct deformity, compensate for weakness, or protect a body segment. It includes, but is not limited to, custom and non-custom devices, corsets, trusses, and belts.The majority of devices is purchased from the contracted vendor and is inclusive of all fittings and adjustments. There are a few items such as diabetic footwear, neoprene knee braces and corsets which are purchased by the VA and will be required to bill under a service HCPC code for measuring and fitting of the device.Services will be provided to eligible veteran patients on an inpatient and outpatient basis, upon referral of a credentialed physician or be a practitioner working under the direct supervision of a physician (i.e. clinical nurse specialist, physician's assistant, and nurse practitioner). All services provided the contractor shall be furnished in accordance with a plan of care established by the physician responsible for the patients care and may not be altered in type, amount frequency or duration, except in cases of an adverse reaction to a specific service or treatment, upon written instructions from the physician.The contractor will provide onsite services to the government by a qualified Orthotist at the VA Pittsburgh Healthcare System, University Drive Division, Monday thru Friday and at the VA Heinz Division on Tuesday afternoons as needed. In addition, services will be provided upon request at the vendors' commercial locations if the veterans' needs are best met there. Contractor must have a commercial location where services can be provided. Clinic schedule will be Monday thru Friday with patients scheduled in one half-hour increments, from 8:00AM to 11:30 AM and then from 12:00PM until 3:00PM, and half day Fridays 8:00 AM to 11:30 AM Patient walk-ins are prioritized by medical emergency and seen or scheduled as necessary throughout the day. In addition, the contractor will provide on call emergency services determined by a physician during off tour, evenings and weekends. (When these services are provided, the contractor has 24 hours to notify the Chief, Prosthetics of the service provided and present a reasonable price for funding purposes).Contractor shall not have to provide services to non-veteran individuals or organizations without prior approval from the Chief, Prosthetics Service.The contractor and its employees shall observe and comply with to the extent possible, the standards, policies, procedures, rules and regulations established by the Department of Veteran Affairs and those set forth by relevant professional organizations, the Joint Commission on the Accreditation of Health Care Organizations (JCAHO), third party, reimbursing organizations, regulatory agencies, and all federal, state and local laws, rules and regulations, as well as the code of ethics of the professional organization governing the profession of orthotics.The Contractor shall ensure that proper medical records are established and maintained for each patient provided service. The contractor shall conform to and comply with applicable state and federal laws and submit copies of all records maintained upon request by the VA. Documentation and clinical records shall be complete, timely and reported in compliance with VA Pittsburgh Healthcare System policies and current Joint Commission on the Accreditation of Health Care Organizations (JCAHO) standards. Progress notes may be typed into the veteran's electronic medical record according to VA policy.Contractor shall have a full-time American Board Certified (ABC) or Board of Orthotist Certification (BOC) practitioner and shall provide all services in compliance with the Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) standards.Estimated Workload: During one year, the VA Pittsburgh Medical Center, purchased a total of 5,203 new Orthotic appliances. During that same time period, VA recorded 3,411 incidences of repair to Orthotic appliances. There were approximately 4299 clinic appointments scheduled.Period of Performance: One base year and three option years. Solicitation will be posted for thirty (30) calendar days. The applicable NAICS code for this procurement is 339113, and the small business size standard is 500 employees. The procurement is set aside for Small Business. To be eligible for award of a contract, vendors must be actively registered in the CCR database. Information on CCR is available at www.ccr.gov.
