- The Fleet & Industrial Supply Center Norfolk, Philadelphia Contracting Office intends to acquire one year of professional services to administer the Navy's Reinforcing Alcohol Prevention (RAP) Program for the period 01 October 2009 through 30 September 2010. This is a sole source acquisition with the Eastern Virginia Medical School of Norforlk Virginia under the authority of FAR 6.302-1. The EVMS is the developer of the program and the only provider of these services. This requirement is processed under FAR 13.5 Test Program for Certain Commercial Items. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A firm fixed price contract will be awarded as a result of this request for quotation.
