- The U.S. Army Contracting Command, Joint Armaments Center, Picatinny Arsenal,NJ has a requirement for a contractor highly qualified in technical writing with knowledge of the Government technical writing process and electronic publishing. Contractual support is required to assist in the preparation of equipment Technical Manuals, Technical Bulletins, and Interactive Electronic Technical Manuals. The U.S. Army intends to satisfy this requirement by soliciting, negotiating, and awarding a sole source effort with Charles F. Day & Associates, LLC. The statutory authority permitting Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Unacceptable Delays in fulfilling the agencys requirements; however, responsible offerors may submit a capability statement, or proposal, which shall be considered by the Government.
