- This pre-solicitation announcement constitutes a Notice of Contracting Action (NOCA) issued by the 551st Electronics Systems Group, Hanscom AFB, MA 01731-2115. The Air Force intends to issue a contract to The Northrop Grumman Corporation, Woodland Hills CA, pursuant to the authority of FAR 6.302-1(a)(2)(ii)(B), (one responsible source and no other supplies will satisfy agency requirements), authorized under 10 U.S.C 2304-(c)1. This Foreign Military Sales (FMS) sole source procurement will be for four (4) Embedded Global-Positioning-System Inertial-Navigation-Units (EGIs), P/N 833910, for the Japan Air Self Defense Force (JASDF) E-767 AWACS Mission Navigation System Upgrade (MNSU). The EGIs will require navigation system hardware and software testing to ensure successful integration between the navigation system and the AWACS radar system hardware and software. Acquisition of the above quantity is critical to meeting the JASDF scheduled requirements for fielding the mission navigation system upgrade to their AWACS aircraft fleet. Northrop Grumman Navigation Systems Division, Litton Guidance and Control Systems Division, Woodland Hills, CA, will be the prime manufacturer and integrator for this procurement. This sole source contract is for the procurement of additional quantities under the USAF Navigation Warfare Contract FA8704-08-C-0001. The Government has determined that an award to any source other than Northrop Grumman would result in substantial schedule delays that would prevent the Government from fulfilling its FMS requirements. This notice is not a Request for Proposal (RFP) or solicitation for supplies or services. Further, this notice does not constitute a commitment by the Government nor does it restrict the Government as to the ultimate acquisition approach to acquiring the stated supplies and services.
