Description
NLM-Rights in Data Attachment 1-Addendum to Terms and Conditions SOW-Public Health Historian This is a synopsis/solicitation for commercial services prepared with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotations (RFQ) NLM-090-190-SES. This solicitation document incorporates provisions and clauses that are in effect in the April 2009 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific, and Technical Services. The History of Medicine Division of the National Library of Medicine is engaged in developing historical collections of manuscripts, books, oral histories and visual materials documenting the history of health and medicine from the earliest times to the present. Target areas for collection development include the history of health policy, the history of public health, and the history of epidemic and pandemic diseases. Goals of the History of Medicine Division are to preserve and present historical materials in ways that may help inform contemporary health policy making and also to educate health professionals and the public about lessons that may be learned from the past. The Office of the Assistant Secretary for Preparedness and Response serves as the Secretary's principal advisory staff on matters related to bioterrorism and other public health emergencies. ASPR also coordinates interagency activities between HHS, other Federal departments, agencies, and offices, and State and local officials responsible for emergency preparedness and the protection of the civilian population from acts of bioterrorism and other public health emergencies. The scope of ASPR responsibilities include: (1) enhancement of state and local preparedness - primarily health departments and hospitals, (2) development and implementation of policies and plans relating to HHS emergency response to natural and man-made disasters, (3) coordination of medical countermeasure research, development and acquisition of vaccines, diagnostics, and drugs, and (4) coordination of national security and internal matters including liaison with relevant entities outside HHS such as the Department of Homeland Security (DHS), the National Security Council (NSC), the Homeland Security Council (HSC), the White House Office of Science and Technology Policy (OSTP), the Department of Defense (DOD), the Department of Justice (DOJ), the Department of State (DOS), the Federal Emergency Management Agency (FEMA), the intelligence community, the National Academy of Sciences (NAS), and the medical, public health, and academic communities. The vendor shall perform the following activities: The Public Health Historian shall document the steps being taken by this nation to respond to the 2009 H1N1 pandemic. More specifically, the project will focus on the actions of the Department of Health and Human Services (HHS) including its relevant operational divisions: the Centers for Disease Control and Prevention (CDC) the National Institutes of Health (NIH), the Food and Drug Administration (FDA), etc.; and staff divisions: the Office of the Assistant Secretary for Preparedness and Response (ASPR), the Office of the Assistant Secretary for Health (ASH), the Office of Global Health Affairs (OGHA) etc. Primarily, the Public Health Historian will conduct weekly oral history interviews with approximately 12 to 15 key decision-makers within HHS with the aim of documenting and recording real-time impressions, thoughts and rationale for policy and program decisions. In addition, the Public Health Historian is to attend meetings, chronicle events as they are happening, collect papers and documents detailing the progress of the pandemic, and trace the policy debates and discussions, arguments made, and decisions taken to minimize the impact of H1N1 on the population. The Public Health Historian will: • Provide weekly oral and/or written reports on the progress of the work to the Project Officer and the ASPR or her designee • Meet with the ASPR and/or members of her staff to determine the future tasks to be undertaken, meetings to be attended, and persons to be interviewed on at least a monthly basis. • Provide monthly status reports and submit a comprehensive written report on an annual basis detailing the work that has been accomplished. • Organize and execute an oral history program to record the observations and ideas of key HHS participants in during the planning and response to HINI. Approximately 12to 15 key individuals will be identified by the ASPR and/or members of her staff and may include persons from CDC, NIH, FDA, ASH, ASPR, OGHA other involved HHS agencies and offices, and others outside of HHS as appropriate. Interviews will be conducted weekly or more frequently if needed. Arrange to have oral history tapes transcribed and the transcriptions edited, and keep said tapes and transcripts in an organized and orderly manner at the National Library of Medicine so that they may be able to be easily retrieved as needed. • Attend relevant planning meetings, conferences, and symposia as directed by the ASPR or designated members of her staff. • Keep said documents in an organized and orderly manner at the National Library of Medicine so that they can be easily retrieved as needed. • Prepare presentations, speeches, papers, manuscripts or other documents at the request of the ASPR and/or her designee. • Will maintain documents including description, dates, location, signed approvals and signed receipts, and will provide copies to the Project Officer at his/her request. • Become thoroughly familiar with the most important publications, websites, databases, etc, providing information on the H1N1 pandemic. • Become well acquainted with the scholarly literature on previous influenza epidemics, including methods and policies developed to limit their spread and care for the ill. • Gather documents, publications, press releases, photographs, and any other materials that appear relevant for recording the history of the pandemic. Keep said documents in an organized and orderly manner so that they can be easily retrieved as needed. The contractor's performance and the quality of services provided hereunder shall be subject to final inspection and acceptance by the Project Officer (PO). The ASPR reserves the right to review all deliverables, and must provide prior written approval of all manuscripts, documents, presentations, books and products resulting from this project prior to publication for 5 years after execution of this contract. The purchase order period of performance will be for a 12-month Base Period starting on or around September 30, 2009 through September 29, 2010, with four (4) one-year option periods. Total hours worked in the base and option years are subject to available funding. The following clauses and provisions cited herein are incorporated by reference into this solicitation and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors-Commercial (June 2008), and FAR 52.212-4, Contract Terms and Conditions-Commercial Items (October 2008). The attached Addendum to Terms and Conditions of Purchase Order also applies to this solicitation. FAR 52.212-2, Evaluation-Commercial Items (January 1999), also applies with the following evaluation criteria to be included in paragraph (a) of the provision: Proposal Instructions Offerors are required to submit curriculum vitae and detailed information regarding the type, background, experience, relevant academic preparation, training and availability of personnel being proposed for this purchase order. Offerors are required to submit a narrative showing how they would approach and carry out the project. This narrative should delineate procedures which would be used to achieve the aims of the project and the required level of quality control and should indicate potential difficulties and propose solutions. The narrative is expected to be a clear reflection of the offeror's understanding of the project. Offerors must furnish in their technical proposals references from 3-5 past efforts of a similar nature including contact persons, organizations and telephone numbers and a brief description of the efforts. Mandatory Criteria Public Health Historian must have a Master's Degree in Public Health (MPH), preferably in the History of Public Health and Medicine, or equivalent degree or experience. TECHNICAL EVALUATION CRITERIA A. Qualifications and experience of proposed personnel 1.) Demonstrated expertise in public health policy and experience in research on Public Health History. Understanding of public health concepts related to the prevention, preparedness and response to public health emergencies caused by communicable infectious diseases such as pandemic influenza. Expert knowledge of the application of public health concepts in research, clinical and public health practice, and the subsequent scientific, clinical, ethical, legal, political, economic, social, and policy issues 2) Ability to coordinate and manage an oral history program including conducting oral history interviews and providing observations and ideas of key participants. 3) Outstanding analytical and organizational skills for the preparation of various documents, materials and presentations for historical archives and the ability to communicate orally and in writing on subjects of a public health and medical policy nature. 4) Ability to prepare and deliver presentations and to publish papers in scientific and scholarly journals and the ability to work in a fast-paced, high-profile team environment. B. Understanding of the requirements and adequacy of the technical approach 1.) Ability to accurately and completely capture information from technical meetings regarding public health topics such as pandemic flu, medical countermeasures, and emergency preparedness and response issues. 2.) Clarity, feasibility, practicality, and logic of the approach to executing the requirements. 3.) Demonstrated ability to work on complex projects including those that require tracking and integrating comments from dozens of senior-level staff from throughout Federal agencies. C. Past Performance and Corporate Experience: Evidence of successful prior experience in management and completion of similar projects within the last five years, including effective planning and organization of a substantial oral history program. Evidence shall include demonstration of high-level performance of projects requiring research in: publications, websites, databases, etc; scholarly literature analysis; attendance at relevant planning meetings, conferences and symposia; organization of documents, publications, press releases, photographs and other materials relevant to recording the history of the project. It is the responsibility of the vendor to report non-receipt of payment to Office of Financial Management. The phone number for payment inquiries is 301-496-6088. The vendor shall keep the PO informed about all invoicing problems. An award will be made to the offeror who represents the best value to the Government. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (February 2009), with their offers. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (February 2009), and the attached Statement of Work (SOW) apply to this acquisition, as well as the following clauses cited therein: FAR 52.219-6, Notice of Total Small Business Set-Aside (June 2003), and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (October 2003). Sources having the ability to provide the professional services described above and in the attached SOW and Addendum to Terms and Conditions of Purchase Order shall submit clear comprehensive information supporting their experience, past performance, managerial experience and pricing.
