Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane intends to award a fixed price indefinite delivery indefinite quantity (IDIQ) contract with a four year ordering period to Mil-spec Wire and Cable Co. P.O. Box 444 Syosset, NY. The contract will have a minimum quantity of 6 reels and a maximum quantity of 110 reels over the contract period. This procurement will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Mil-spec is the only approved source of supply for the cables being procured. The basis for restricting competition is the lack of rights to the required drawings, the time and costs associated with recertification of a new design by the ship planning yard, and the duplicative costs and time that would be required to develop a new design. Alpha contracting procedures will be utilized and a formal solicitation will not be issued. All responsible sources may inquire into the specific terms and conditions included in the contract and may submit a capability statement or proposal which will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
