- The USPFO for Kentucky intends to award a sole source procurement to Patriots Choice Business Solutions, 5304 Esabella Court, Fairfax, VA. The award will be made for the purchase of 10,000 small arms protective inserts (SAPI) training gear kits and 15,000 training SAPI plates. This procurement is being made pursuant to 10 U.S.C. 2304 ( c ) 1 and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. Patriots Choices solution is singular and unique in the market place. All interested sources must respond not later than 4:00 p.m. EST, 14 September 2009. A determination by the Government not to compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government.
