Description
F-22 ALTER HANGAR BAY FOR LOW OBSERVABLE COMPOSITE REPAIR FACILITY (LOCRF), OTERO COUNTY, HOLLOMAN AIR FORCE BASE, NEW MEXICO. This acquisition is an UNRESTRICTED LOW PRICE TECHNICALLY ACCEPTABLE (LPTA) Request for Proposal (RFP), open to both large and small business concerns. NAICS is 237990/SIC 1542, with a size standard of $33,500,000.00. The magnitude of construction is more than $10,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the pre-proposal/site visit. Plans will be issued on or about September 23, 2009, with bids due on or about October 23, 2009. This solicitation will not be issued on paper. WORK CONSISTS of a Low Observable Composite Repair Facility (LOCRF) which is an adaptive reuse of an existing hangar, Building 898, to add two self contained paint booth inserts in two of the hangar bay quadrants. A third paint booth will be inserted into another hangar bay quadrant space as a bid option. Each paint booth will be capable of painting an entire fighter jet aircraft. The paint booths will require connections for fire protection, fire alarm, electricity, compressed air, breathable air, and heating and ventilation. The support spaces on either side of the hangar bay are being converted into shop spaces, administrative spaces, sensitive access spaces, and locker/restrooms. This renovation consists of demolishing portions of ceilings and walls for the new functional areas; a complete demolition of the existing mens and womens restrooms; new walls, ceilings, furring, new doors and ADA compliant toilets; high expansion foam system as part of the paint booth installation; existing wet pipe system sprinkler heads reconfigured for new spaces; communication runs, mass notification, ACM remediation; and anti-terrorism and force protection measures. The HVAC on the east side of the facility is being replaced with energy efficient units and the existing 120/208 electrical service from the main distribution panels to the subpanels is also being replaced. This project will be advertised as an Unrestricted Low Price Technically Acceptable RFP. Proposed procurement will result in a firm fixed price contract.
