Description
The Bureau of Reclamation has a requirement for repairs at the Main Outlet Drain Extension adjacent to Morelos Dam. This project will be partially or wholly funded from the American Recovery and Reinvestment Act of 2009 (ARRA). Please be advised that the Awardee will be subject to Section 1512(c) of ARRA, which requires that each contractor report on its ARRA funds under the awarded contract. These reports will be made available to the public. Project Description: The work under this specification covers all the labor, materials and equipment necessary for the demolition of approximately 230 linear feet of canal including radial gate section, transition sections and vertical walled channel and installing new transition sections, gates, approximately 65 feet of vertical wall channel and approximately 120 feet of concrete box culvert. The principal components of work to be performed include the following: 1. Demolish concrete entrance section, radial gate section, section of lined channel, weir, and wall channel section.2. Install a new entrance section, stainless steel gates, concrete box section, and U channel section.3. Install a new power distribution system to the new gates and flow metering system. The Main Outlet Drain Extension (MODE) will be in operation during the construction. The Government will place an earthen plug just above the work area to stop water from intruding into the construction site. A small amount of water may need to be pumped due to seepage through the plug. Construction will occur near the border, therefore, contractors are advised to not leave equipment and materials unattended. The North American Industry Classification System (NAICS) Code assigned to this project is 237110 Water and Sewer Line and Related Structures Construction with a corresponding small business size standard of $33.5M. The project period of performance is anticipated to begin January 15, 2010 with an anticipated completion date of September 30, 2010. The magnitude of this construction project is estimated to be between $1,000,000.00 and $5,000,000.00. This opportunity is unrestricted and will be available to all business sizes (large and small). There will be no public bid opening as competitive proposals will be evaluated and award made utilizing the Best Value tradeoff process under FAR Part 15 and in accordance with the evaluation criteria included in the RFP. The resulting contract will be a firm fixed price type. The solicitation and any amendments to the solicitation will be available through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about October 1, 2009. A site visit/pre-proposal conference will be held on or about October 8, 2009. Responses will be due on or about November 2, 2009. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
